Section 4. That notice of the election shall be given by the Board <br /> of Election Commissioners of St. Louis County, Missouri, by causing legal <br /> notice thereof to be given and published in the manner required by applicable <br /> law, and particularly by the Comprehensive Election Act of 1977, (Chapter 115, <br /> Revised Statutes of Missouri, as amended). The legal notice of the election <br /> so caused to be published shall include the date and time of the election, the <br /> name of the officer or agency calling the election, a sample ballot, and, in <br /> the case of the final notice published in accordance with Section 115.131, <br /> Revised Statutes of Missouri, the location of the polling places as designated <br /> by the Board of Election Commissioners of St. Louis County, Missouri. In <br /> addition to causing notice of the election to be published, the Board of Elec- <br /> tion Commissioners of St. Louis County, Missouri, shall, not later than the <br /> fifth day prior to the election, mail to each registered voter in the City of <br /> University City, a notice of election as provided in Section 115.129, Revised <br /> Statutes of Missouri. <br /> Except as otherwise provided by the Comprehensive Election Act of <br /> 1977 (Chapter 115, Revised Statutes of Missouri, as amended) no person shall <br /> be allowed to vote whose name does not appear in the proper precinct register <br /> for the polling place in question without the express sanction of the St. <br /> Louis County Board of Election Commissioners, and, in order to vote in said <br /> election a person must be registered no later than 5:00 P.M. on the fourth <br /> Wednesday prior to the election. <br /> Section 5. That the ballot to be used at the election shall be in <br /> substantially the following form, with such changes therein as shall be <br /> required by or appropriate for use in an electronic voting system: <br /> 3 <br />
