i <br /> 3 <br /> INTRODUCED BY COUNCILMEMBER LEVY <br /> BILL NO. 7689 ORDINANCE NO. 5484 <br /> E <br /> AN ORDINANCE FINDING THAT A CERTAIN BLIGHTED AREA EXISTS <br /> IN THE CITY OF UNIVERSITY CITY, AND THAT THE REDEVELOP- <br /> MENT OF SUCH AREA IS NECESSARY AND IN THE PUBLIC INTEREST <br /> UNDER CHAPTER 99 OF THE REVISED STATUTES OF MISSOURI, <br /> 1978, AS AMENDED, APPROVING THE REDEVELOPMENT PLAN <br /> ("PLAN") FOR THE TRINITY/WASHINGTON/KINGSBURY REDEVELOP- <br /> MENT AREA; FINDING THAT SAID PLAN CONFORMS TO THE GENERAL <br /> PLAN FOR THE DEVELOPMENT OF THE CITY; FINDING THAT THE <br /> FINANCING PLAN TO ENABLE THE AREA TO BE REDEVELOPED IN <br /> ACCORDANCE WITH THE PLAN IS FEASIBLE AND AFFORDS MAXIMUM <br /> OPPORTUNITY FOR DEVELOPMENT OF THE AREA BY PRIVATE ENTER- <br /> PRISE; FINDING THAT THERE IS NO NEED FOR RELOCATION BE- <br /> CAUSE THERE ARE NO OCCUPANTS TO BE DISPLACED FROM THE <br /> PROJECT AREA; PROVIDING FOR TAX ABATEMENT UNDER CHAPTER , <br /> 353, REVISED STATUTES OF MISSOURI, AS AMENDED; AND CON- <br /> TAINING AN EMERGENCY CLAUSE. <br /> WHEREAS, by reason of the predominance of defective or inadequate <br /> i <br /> street layout, insanitary or unsafe conditions, deterioration of site improve- <br /> ments, improper subdivision or obsolete platting, and the existence of condi- <br /> tions which endanger life or property by fire and other causes, the area r <br /> described in Exhibit A hereto (the "Project Area") retards the provision of <br /> housing accommodations or constitutes an economic or social liability or a <br /> menace to the public health, safety, morals or welfare in its present condition <br /> or use; and <br /> WHEREAS, the clearance, replanning, rehabilitation or reconstruction <br /> of the Project Area and the provision for such industrial, commercial, residen- <br /> tial, recreational, or public structures and spaces as may be appropriate, <br /> including other facilities incidental or appurtenant thereto, is necessary and <br /> in the public interest under Chapter 99 of the Revised Statutes of Missouri, r <br /> 1978, as amended, and is necessary in the interest of public health, safety, <br /> morals and general welfare of the people of the City of University City; and <br /> WHEREAS, such conditions are beyond remedy and control solely by <br /> regulatory process in the exercise of the police power and cannot be dealt with <br /> effectively by ordinary private enterprise without the aids provided in the <br /> Urban Redevelopment Corporations Law, Chapter 353, Revised Statutes of Missouri, <br /> Land Clearance for Redevelopment 1978, as amended, and in the L Law Chapter P � ter 99,P <br /> Revised Statutes of Missouri, 1978, as amended; and <br /> WHEREAS, the elimination or prevention of the detrimental conditions <br /> in such areas, the acquisition and preparation of land in or necessary to the <br /> development, the renewal or rehabilitation of such areas and its sale or lease <br /> for development, renewal or rehabilitation in accordance with general plans and <br /> t <br />
