Section 4. That notice of the election shall be given by the Board <br /> of Election Commissioners of St. Louis County, Missouri, by causing legal <br /> notice thereof to be given and published in the manner required by applicable <br /> law, and particularly by the Comprehensive Election Act of 1977, (Chapter 115, <br /> Revised Statutes of Missouri, as amended) . The legal notice of the election <br /> so caused to be published shall include the date and time of the election, the <br /> name of the officer or agency calling the election, a sample ballot, the <br /> location of the polling places as designated by the Board of Election <br /> Commissioners of St. Louis County, Missouri. In addition to causing notice of <br /> r <br /> the election to be published, the Board of Election Commissioners of St. Louis <br /> County, Missouri, shall, not later than the fifth day prior to the election, <br /> mail to each registered voter in the City of University City, a notice of <br /> election as provided in Section 115.129, Revised Statutes of Missouri. <br /> Except as otherwise provided by the Comprehensive Election Act of <br /> 1977 (Chapter 115, Revised Statutes of Missouri, as amended) no person shall <br /> be allowed to vote whose name does not appear in the proper precinct register <br /> for the polling place in question without the express sanction of the St. <br /> Louis County Board of Election Commissioners, and, in order to vote in said <br /> election a person must be registered no later than 5:00 P.M. on the fourth <br /> Wednesday prior to the election. <br /> Section 5. That the ballot to be used at the election shall be in <br /> substantially the following form, with such changes therein as shall be <br /> required by or appropriate for use in an electronic voting system: <br /> OFFICIAL BALLOT <br /> GENERAL ELECTION <br /> CITY OF UNIVERSITY CITY, MISSOURI <br /> TUESDAY, APRIL 1, 1986 <br /> INSTRUCTIONS TO VOTERS: <br /> To vote in favor of the proposition submitted upon this ballot, <br /> place an (X) in the square opposite the word "YES". To vote against <br /> the proposition submitted on this ballot place a (X) in the square <br /> opposite the word "NO". <br /> PROPOSITION <br /> Shall the City of University City be permitted to set YES ( ) <br /> a flat annual registration fee of $6.50 each for <br /> motor vehicles, motorcycles, motor tricycles and NO ( ) <br /> commer;, �cal motor vehicles?
