Section 5. That the ballot to be used at the election shall be in substantially the following form, with such changes therein as shall be required by or appropriate for use in an electronic voting system: OFFICIAL BALLOT ELECTION CITY OF UNIVERSITY CITY, MISSOURI TUESDAY, AUGUST 5, 1986 INSTRUCTIONS TO VOTERS: Vote on each Proposition separately. To vote in favor of any proposition submitted upon this ballot, place an (X) in the square opposite the word "YES". To vote against any proposition submitted on this ballot place a (X) in the square opposite the word "NO". PROPOSITION NO. 1 Shall the City of University City be allowed to increase it's annual tax levy upon all real and personal and other property subject to taxation in the City of University City at the following rates; for General Revenue purposes from Fifty- Four Cents ($.54) to Sixty-Eight ($.68) on each One Hundred Dollars ($100.00) of assessed valu- ation; for Public Library purposes from Twenty- YES ( ) Two Cents ($.22) to Twenty-Five Cents ($.25) on each One Hundred Dollars ($100.00) of assessed NO ( ) valuation? Section 6. That said election shall be held at the polling places for the City of University City designated by the Board of Election Commis- sioners for St. Louis County, Missouri, said polling places to be set out in the final notice of said election in accordance with the provisions of Section 115. 131, Revised Statutes of Missouri. Section 7. That the election shall be held and conducted and the results thereof shall be canvassed in all respects in conformity with the Con- stitution and the laws of the State of Missouri and the Charter and Ordinances of the City of University City. The judges of the election shall be selected and appointed by the Board of Election Commissioners of St. Louis County, Missouri, in accordance with applicable law. The returns of the election shall be certified to the City of University City, Missouri, by the Board of Election Commissioners of St. Louis County, Missouri. Without limiting the generality of the foregoing and notwithstanding anything contained in this Ordinance or any other Ordinance of the City of University City, Missouri, to the contrary, the City Clerk of the City of University City, Missouri, and the 3
