SECTION P-308.0 PROTECTION OF PIPES P-308.3 Freezing: Water service piping and sewers shall be installed below recorded frost penetration but not less than three (3) feet six (6) inches below grade for water piping and two (2) feet (6) six inches below grade for sewers. Plumbing pipes and exterior building halls shall be ade- quately protected from freezing by insulation or heat or both. Section 3. Severability. If any section, subsection, provision, sentence, clause or phrase of this ordinance or of the BOCA Basic National Plumbing Code, Sixth Edition, 19845 is for any reasons held to be unconsti- tutional or invalid, such decision shall not affect the validity of the d supplement, and the remaining portions of this ordinance or of said code an City Council of the City of University City hereby declares that it would have passed the same, even though such portion so held to be unconstitutional had not been included herein, and to this end the provisions of this ordinance are here- by declared to oe severabl.e� Section 4� Penalty: Any person, firm or corporation violating any provisions of t is or finance, shall, upon conviction thereof, be subject to the penalty provided in Chapter 1, Section 1-8 of the Municipal Code of the City of University City.
