INTRODUCED BY COUNCILMEMBER WAGNER <br /> <br /> ORDINANCE NO. <br /> <br />BILL NO. 7777 5573 <br /> <br /> AN ORDINANCE AMENDING CHAPTER 2, ARTICLE III, DIVISION 10, <br /> OF THE MUNICIPAL CODE OF THE CITY OF UNIVERSITY CITY, <br /> MISSOURI, ENACTED BY ORDINANCE NO 5284, DATED MAY 6, 1981, <br /> ESTABLISHING THE UNIVERSITY CITY COMMITTEE FOR ACCESS AND <br /> LOCAL ORIGINATION PROGRAMMING (CALOP) BY REPEALING SECTION <br /> 2-96 OF CHAPTER2 OF THE MUNICIPAL CODE, AND ENACTING IN <br /> LIEU THEREOF A NEW SECTION 2-96, CHANGING THE PERIOD OF <br /> SERVICE F0R VOTING MEMBERS OF THE COMMITTEE FROM A ONE (1) <br /> YEAR TERM TO A THREE (3) YEAR TERM. <br /> <br /> WHEREAS, the City Council of University City by 0rdinance No. 5284, <br />which was enacted on May 6, 1981, established the University City Committee <br />for Access and Local Origination Programming; and <br /> <br /> WHEREAS, Section 2 of said Ordinance No. 5284, (Sec. 2-96 of the <br />University City Municipal Code) provides that the five (5) voting members of <br />the committee shall each serve for a term of one (1) year; and <br /> <br /> WHEREAS, it is found desirable to change the length of the term of <br />service from one (1) year to three.(3) years. <br /> <br /> BY THE COUNCIL OF THE CITY OF <br /> <br />the City of <br /> <br /> NOW, THEREFORE, BE IT ORDAINED <br /> <br />UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> <br /> Section 1. Chapter 2 of the Municipal Code of <br />University City, relating. to Administration is hereby <br /> <br />amended by repealing <br /> <br />Section 2-96 thereof, enacted by Ordinance 5284, dated May' 6, 1981, relating <br /> <br />to the establishment of the University City Committee for Access and Local <br /> <br />Origination Programming (CALOP), and referring specifically to the length of <br /> <br />the term of service by voting members of said committee, and enacting a new <br /> <br />section to be known as Section 2-96. "Membership and Appointment" so as to <br /> <br />change the term of office of voting members of the Committee from one (1) year <br /> <br />to three (3) years; relating to the same subject and re-enacting said section, <br /> <br />so that said section, as so amended, shall read as follows: <br /> <br />Sec. 2-96. Membership and Appointment. <br />The CALOP shall consist of five (5) voting members, <br />appointed by the City Council, who shall each serve a <br />three (3) year term. At least one (1) of the five (5) <br />voting members shall be selected from a group of at least <br />three (3) nominees submitted to the City Council by Conti- <br />nental Cablevision of St. Louis County, Inc., hereinafter <br />referred to as the "Company". The remainder of the <br />members shall be selected by the City Council upon the <br />recommendation by either members of the City Council, City <br />Staff or any resident citizen of the City. In addition to <br />the five (5) voting members of CALOP there shall be four <br />(4) non-voting ex officio members; one (1) will be the <br />City Manager or his duly appointed representative; one (1) <br />will be a member of the City Council; one (1> will be <br />appointed by the Company; and one (1) will be appointed by <br />the University City SchoolDistrict. Ex officio members <br />shall receive all minutes of all meetings of CALOP, and <br />may submit written reports and recommendations. Ex <br />officio members may comment during any public discussion <br />segment of any meeting. <br /> <br /> <br />
