INTRODUCED BY COUNCILMEMBERS THOMPSON AND PRICE g <br /> BILL NO. 78p$ ORDINANCE NO. 5604 <br /> AN ORDINANCE AMENDING CHAPTER 2 OF THE MUNICIPAL CODE OF <br /> THE CITY OF UNIVERSITY CITY BY ADDING A NEW SUBSECTION TO <br /> ARTICLE 1 TO BE DESIGNATED SECTION 2-7.2 PROVIDING FOR <br /> ADDITIONAL PERSONNEL REQUIREMENTS IN CONNECTION WITH <br /> CONTRACTS WITH SUPPLIERS OF SERVICE TO THE CITY INVOLVING <br /> A COST OF $50,000 OR MORE AND INVOLVING MORE THAN TEN <br /> EMPLOYEES; AND PROVIDING A PENALTY. <br /> WHEREAS the City of University City has flourished as an integrated <br /> community with a mix of individuals free to contribute to its development <br /> without regard to race, religion, color, national origin, sex, age, or <br /> handicap; and <br /> s <br /> WHEREAS it is deemed desirable to maintain and encourage such <br /> development, by providing that any person, firm or corporation contracting <br /> with the City of University City to provide services such as, but not limited ;= <br /> to technical/professional services, street repairs, supplies, building main- <br /> tenance, at a cost to the City of $50,000 or more and involving ten or more <br /> employees in the workforce providing the contracted services, shall as a s <br /> condition precedent to the rendition of such services, certify by affidavit <br /> filed with the said City that at least 206 of the work force providing the <br /> contracted services shall consist of workers generally classified as member of <br /> minorities and/or female workers. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF UNIVERSITY <br /> CITY, MISSOURI, AS FOLLOWS: <br /> Section 1. Chapter 2 of the Municipal Code of the City of <br /> University City, relating to Administration is hereby amended by enacting a <br /> new subsection to be known as Sec. 2-7.2 which shall read as follows: <br /> Section 2-7.2. Personnel requirements for contractors of <br /> service contracts with University City <br /> wherein payment by the City is $50,000 or <br /> more and contractor's employees on project <br /> exceed ten in number. <br /> Any person, firm or corporation contracting with the City <br /> of University City to provide services such as, but not <br /> limited to, technical/professional services, street <br /> repairs, supplies, building maintenance, at a cost to the <br /> City of $50,000 or more and involving ten or more <br /> employees in the work force providing the contracted <br /> services, shall, as a condition precedent to the rendition <br /> of such services, certify by affidavit filed with the said <br /> City that a least 20% of the work force providing the <br /> contracted services shall consist of workers generally <br /> classified as members of minorities and/or female workers. <br /> The City Council may, under special circumstances such as, <br /> for example, situations requiring technical expertise <br /> and/or specialization, waive the conditions set forth <br /> herein provided, however, that such waiver is justified by <br /> a 2/3 vote of the City Council. <br />
