INTRODUCED BY COUNCILMEMBERS THOMPSON AND PRICE g BILL NO. 78p$ ORDINANCE NO. 5604 AN ORDINANCE AMENDING CHAPTER 2 OF THE MUNICIPAL CODE OF THE CITY OF UNIVERSITY CITY BY ADDING A NEW SUBSECTION TO ARTICLE 1 TO BE DESIGNATED SECTION 2-7.2 PROVIDING FOR ADDITIONAL PERSONNEL REQUIREMENTS IN CONNECTION WITH CONTRACTS WITH SUPPLIERS OF SERVICE TO THE CITY INVOLVING A COST OF $50,000 OR MORE AND INVOLVING MORE THAN TEN EMPLOYEES; AND PROVIDING A PENALTY. WHEREAS the City of University City has flourished as an integrated community with a mix of individuals free to contribute to its development without regard to race, religion, color, national origin, sex, age, or handicap; and s WHEREAS it is deemed desirable to maintain and encourage such development, by providing that any person, firm or corporation contracting with the City of University City to provide services such as, but not limited ;= to technical/professional services, street repairs, supplies, building main- tenance, at a cost to the City of $50,000 or more and involving ten or more employees in the workforce providing the contracted services, shall as a s condition precedent to the rendition of such services, certify by affidavit filed with the said City that at least 206 of the work force providing the contracted services shall consist of workers generally classified as member of minorities and/or female workers. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF UNIVERSITY CITY, MISSOURI, AS FOLLOWS: Section 1. Chapter 2 of the Municipal Code of the City of University City, relating to Administration is hereby amended by enacting a new subsection to be known as Sec. 2-7.2 which shall read as follows: Section 2-7.2. Personnel requirements for contractors of service contracts with University City wherein payment by the City is $50,000 or more and contractor's employees on project exceed ten in number. Any person, firm or corporation contracting with the City of University City to provide services such as, but not limited to, technical/professional services, street repairs, supplies, building maintenance, at a cost to the City of $50,000 or more and involving ten or more employees in the work force providing the contracted services, shall, as a condition precedent to the rendition of such services, certify by affidavit filed with the said City that a least 20% of the work force providing the contracted services shall consist of workers generally classified as members of minorities and/or female workers. The City Council may, under special circumstances such as, for example, situations requiring technical expertise and/or specialization, waive the conditions set forth herein provided, however, that such waiver is justified by a 2/3 vote of the City Council.
