3) <br /> <br />Sites 3a, 3b. 3c and 3d. Planned Development{ Rezulations <br />And Controls. Development proposals for Sites 3a, 3b, 3c <br />and 3d shall be subject to review and approval of the Land <br />Clearance Authority. The approval of plans for these sites <br />shall be based on compliance with the following objectives <br />and standards: <br /> <br />(1) Site 3a <br /> <br />(a) <br /> <br />Permitted Uses: The primary use is retail <br />establishments; the secondary use, service- <br />commercial, office, ~ublic, institutional, <br />residential, and public and private parking. <br /> <br />(b) Dwelling Unit Requirement: Multifamily <br /> residential - 400 dwelling units maximum. <br /> <br />(c) <br /> <br />Objective: Redevelopment shall be intensive, <br />integrated and urban in character, with a maximum <br />building coverage. In addition to overall <br />architectural excellence, specific objectives <br />sought and to be used as criteria in evaluatiang <br />developers' proposals include: <br /> <br />.The placement of public pedestrian ways <br />providing convenient access to shopper goods <br />stores. <br /> <br />.The separation of consumer and service vehicular <br />traffic from pedestrian traffic. <br /> <br />.The development of a public and private parking <br />system of on-grade, roof deck, and structure <br />parking integrated into the shopping complex. <br /> <br />.The attainment of a spatial sequence on Delmar <br />Boulevard focusing on the public plaza by means <br />of building setbacks, arcades and landscaping. <br /> <br />.The placement of a public open space of at least <br />18,000 square feet to be bought and developed by <br />the City as a civic plaza with fountains and <br />landscaping, etc. <br /> <br />(d) <br /> <br />Off-street parking: For existing residential <br />buildings,.3/4 parking space for each dwelling <br />unit subject to modifications as provided in <br />Exhibit C hereof. For commercial uses, one <br />parking space for each 150 square feet of <br />commercial floor area.
