LOUIS COUNTY, MISSOURI; AND CONTAINING A SEVERABILITY <br /> CLAUSE. <br /> <br />WHEREAS, it is desirable and in the public interest that the Land <br /> <br />Clearance for Redevelopment Authority of University City (hereafter referred to <br /> <br />as the "Authority"), undertake and carry out a Modified Urban Renewal Plan in the <br /> <br />area generally known as the Delmar Loop Urban Renewal Area, located in the City <br /> <br />of Universiy City, Missouri, which is more specifically described in Exhibit A <br /> <br />which is attached hereto and incorporated herein by this reference; and <br /> <br />WHEREAS, the City Council of University City has previously declared the <br /> <br />Project Area to be a blighted, insanitary and undeveloped industrial area in need <br /> <br />of Redevelopment under Section 99.300-710 R.S. Mo., 1978 as amended; and <br /> <br />WHEREAS, it is desirable to stimulate substantial improvements in the <br /> <br />area to alter or change the blighted, insanitary and undeveloped character of <br />said area; and 241 <br /> <br />WHEREAS, the Authority and the members of the City Council are fully <br /> <br />apprised and aware of the conditions existing in the area and that such con- <br /> <br />ditions are detrimental and a menace to the safety, health and welfare of the <br /> <br />locality as a whole, and that the existence in the area of blighted, insanitary <br /> <br />and vacant parcels of land not economically used retards economic and social <br /> <br />growth, and that the project is detrimental to the public health, safety, morals <br />and welfare in its present condition and use, and that such cond~ <br /> F',f',FR;~:'} , <br />should be eliminated in the public interest; and <br /> 87JUL31 AHII:OI <br /> WHEREAS, this City Council did, by Ordinance No. 4162, a~proved August <br /> HzCOi~SE~ <br />30, 1965, approve the Authority's original plan for development ~ L <br /> NO. <br /> <br />Area; and <br /> <br />107 <br /> <br /> <br />
