INTRODUCED BY COUNC£LMENBER PR£CE <br /> <br />BILL NO. <br /> <br />7836 ORDINANCE NO. 5632 <br /> <br />AN ORDINANCE AMENDING CHAPTF, R 5 OF THE ~PJNICIPAL CODE OF THE CITY <br />OF UNIVERSITY CITY, MISSOURI, RELATING TO "ANIMALS AND FOWL" AND <br />SPECIFICALLY TO ARTICLE I£ THEREOF RELATING TO "DOGS AND RABIES <br />CONTROL" BY ADDING A NEW SECTION TO BIB NUMBERED SEC. 5-21.3, "PIT <br />BULL DOGS"; CONTAINING A SAVING CLAUSE, AN EMERGENCY CLAUSE AND <br />PROVIDING A PENALTY. <br /> <br />BIB IT ORDAINEl) BY THE COUNCIL OF THE CUfY OF UNIVERSITY CITY, MISSOURI, AS <br /> <br />FOLLOWS: <br /> Section 1. Chapter 5 of the Municipal Code of the City of University <br /> <br />City, relating ~o "Animals and Fowl" and specifically to Article II thereof telaging <br /> <br />Lo "Dogs and Rabies Control" is hereby amended by enacting a uet4 section to be <br /> <br />added, numbered Sec. 5-21.3 "Pit bull dogs" as follows: <br /> <br />Sec. 5-2_1.3 Pit bull dog~. <br />It shall be unlawful to keep, harbor, own or in any way possess <br />with£n the corporate limits of the City of University City any pit <br />bull dog, unless said pit bull dog is licensed and registered by <br />the owner with the City and subject to the limitations, standards, <br />requirements and conditions set forth in Sec. 5-21.3.2 o:f this <br />Chapter. <br /> <br />Sec. 5-21.3.1 Pit bull dog defined. Pit bull dog is defined <br /> <br />a) The but[ terrker breed of dog; <br />b) Staffordshire bull terrier breed of dog; <br />c) The American pit bull terrier breed of dog; <br />d) The American Staffordshire terrier breed of dog; <br />e) Dogs of mixed breed or of other breeds than above listed <br /> which breed or mixed breed is known as pit bulls, pit bull <br /> dogs or pit bull terriers; <br />f) Any dog which has the appearance and characteristics of <br /> being predominantly of the breeds of bull terriers, <br /> Staffordshire bull terrier, American pit bull terrier, <br /> American Staffordshire terrier; any other breed commonly <br /> known as pit bulls, pit bull dogs or pit bull terriers; or <br /> a combination of any of these breeds. <br /> <br />Sec. 5-21.3.2 Keeping of licensed pit bull. <br />With respect to pit bull dogs licensed witIt the City, on the <br />effective date of the passage of this ordinance the keeping <br />of such dogs shall be subject to the following limitations, <br />requirements and conditions: <br /> <br />a) Registration. Within 30 days after the passage of this <br /> ordinance every keeper or owner of a licensed pit bull in <br /> the City of University City shall register said dog with <br /> the Director of Public Works of the City on the "Pit Bull" <br /> registry. Failure to so register shall constitute a <br /> violation of this ordinance. Notice of this requirement <br /> shall be giveu by posting a copy of this oridinance on the <br /> bulletin board on the first floor of the University City <br /> City Hall. <br /> <br />b) Leash and Muzzle. No person shall permit a registered pit <br /> bull dog Co go outside its kennel or pen unless such dog <br /> is securely leashed with a leash no longer than four (4) <br /> fee~ in lengti~. No person shall permit a pit bull dog to <br /> be kept on a chain, rope or other type of leash outside <br /> its kennel or pen unless a person is in physical control <br /> of the leash and dog. Such dog may noC be leashed to <br /> objects such as trees, posts, buildings, etc. In addi- <br /> tion, all pit bull dogs on a leash outside the animal's <br /> kennel must be ,nuzzled by a muzzling device sufficient to <br /> prevent such dog from biting persons or other animals. <br /> <br /> <br />
