INTRODUCED BY COUNC£LMENBER PR£CE BILL NO. 7836 ORDINANCE NO. 5632 AN ORDINANCE AMENDING CHAPTF, R 5 OF THE ~PJNICIPAL CODE OF THE CITY OF UNIVERSITY CITY, MISSOURI, RELATING TO "ANIMALS AND FOWL" AND SPECIFICALLY TO ARTICLE I£ THEREOF RELATING TO "DOGS AND RABIES CONTROL" BY ADDING A NEW SECTION TO BIB NUMBERED SEC. 5-21.3, "PIT BULL DOGS"; CONTAINING A SAVING CLAUSE, AN EMERGENCY CLAUSE AND PROVIDING A PENALTY. BIB IT ORDAINEl) BY THE COUNCIL OF THE CUfY OF UNIVERSITY CITY, MISSOURI, AS FOLLOWS: Section 1. Chapter 5 of the Municipal Code of the City of University City, relating ~o "Animals and Fowl" and specifically to Article II thereof telaging Lo "Dogs and Rabies Control" is hereby amended by enacting a uet4 section to be added, numbered Sec. 5-21.3 "Pit bull dogs" as follows: Sec. 5-2_1.3 Pit bull dog~. It shall be unlawful to keep, harbor, own or in any way possess with£n the corporate limits of the City of University City any pit bull dog, unless said pit bull dog is licensed and registered by the owner with the City and subject to the limitations, standards, requirements and conditions set forth in Sec. 5-21.3.2 o:f this Chapter. Sec. 5-21.3.1 Pit bull dog defined. Pit bull dog is defined a) The but[ terrker breed of dog; b) Staffordshire bull terrier breed of dog; c) The American pit bull terrier breed of dog; d) The American Staffordshire terrier breed of dog; e) Dogs of mixed breed or of other breeds than above listed which breed or mixed breed is known as pit bulls, pit bull dogs or pit bull terriers; f) Any dog which has the appearance and characteristics of being predominantly of the breeds of bull terriers, Staffordshire bull terrier, American pit bull terrier, American Staffordshire terrier; any other breed commonly known as pit bulls, pit bull dogs or pit bull terriers; or a combination of any of these breeds. Sec. 5-21.3.2 Keeping of licensed pit bull. With respect to pit bull dogs licensed witIt the City, on the effective date of the passage of this ordinance the keeping of such dogs shall be subject to the following limitations, requirements and conditions: a) Registration. Within 30 days after the passage of this ordinance every keeper or owner of a licensed pit bull in the City of University City shall register said dog with the Director of Public Works of the City on the "Pit Bull" registry. Failure to so register shall constitute a violation of this ordinance. Notice of this requirement shall be giveu by posting a copy of this oridinance on the bulletin board on the first floor of the University City City Hall. b) Leash and Muzzle. No person shall permit a registered pit bull dog Co go outside its kennel or pen unless such dog is securely leashed with a leash no longer than four (4) fee~ in lengti~. No person shall permit a pit bull dog to be kept on a chain, rope or other type of leash outside its kennel or pen unless a person is in physical control of the leash and dog. Such dog may noC be leashed to objects such as trees, posts, buildings, etc. In addi- tion, all pit bull dogs on a leash outside the animal's kennel must be ,nuzzled by a muzzling device sufficient to prevent such dog from biting persons or other animals.
