Within the Eastgate-Westgate Area, the Urban Renewal <br />Plan is designed to eliminate physical features <br />which are [inimical] contrary to the health, safety. <br />and general welfare of the residents and business <br />occupants; to provide improved traffic movement for <br />those living, working or visiting in the area by the <br />elimination of through traffic on neighborhood <br />streets and the development of off-street parking <br />areas; to create and stimulate the improvement of <br />recreational and institutional facilities; to <br />encourage private investment in the rehabilitation <br />and rebuilding of the apartment dwellings. <br /> <br />To achieve these objectives, the Plan consists of a <br />combined program of rehabilitation, clearance and <br />redevelopment, and improvement of public facilities. <br /> <br />In order to further the redevelopment of the project <br />area and to better serve the public interest in the <br />project area, the Land Clearance for Redevelopment <br />Authority and City council of the City of University <br />City have determined that the Plan requires updating <br />and modification. The Urban Renewal Plan for the <br />Eastgate-Westgate Project Area, as amended and <br />restated, is referred to herein as the ,'Plan" or the <br />"Urban Renewal Plan". <br /> <br />Rehabilitation. Rehabilitation activities will <br />include: <br /> <br />a) <br /> <br />Enforcement of minimum property standard~ <br />on residential and non-residential <br />structures, as set forth in [the Plan, <br />Exhibit 5 hereof] Chapter 17 of the <br />University City Municipal Code, which is <br />incorporated herein by this reference. <br /> <br />b) <br /> <br />Provision of technical assistance to <br />property owners to facilitate and <br />stimulate rehabilitation beyond minimum <br />standards and undertaking of a <br />demonstration program therefor. <br /> <br />c) <br /> <br />Acquisition of property which is not made <br />to conform to minimum property standards <br />contained in Chapter 17 of the University <br />City Municipal Code, and disposition <br />thereof upon terms insuring improvement of <br />said property to conform with said <br />[Minimum Property Standards,] Chapter 17 <br />of the Municipal Code or beyond. <br /> <br /> <br />
