Within the Eastgate-Westgate Area, the Urban Renewal Plan is designed to eliminate physical features which are [inimical] contrary to the health, safety. and general welfare of the residents and business occupants; to provide improved traffic movement for those living, working or visiting in the area by the elimination of through traffic on neighborhood streets and the development of off-street parking areas; to create and stimulate the improvement of recreational and institutional facilities; to encourage private investment in the rehabilitation and rebuilding of the apartment dwellings. To achieve these objectives, the Plan consists of a combined program of rehabilitation, clearance and redevelopment, and improvement of public facilities. In order to further the redevelopment of the project area and to better serve the public interest in the project area, the Land Clearance for Redevelopment Authority and City council of the City of University City have determined that the Plan requires updating and modification. The Urban Renewal Plan for the Eastgate-Westgate Project Area, as amended and restated, is referred to herein as the ,'Plan" or the "Urban Renewal Plan". Rehabilitation. Rehabilitation activities will include: a) Enforcement of minimum property standard~ on residential and non-residential structures, as set forth in [the Plan, Exhibit 5 hereof] Chapter 17 of the University City Municipal Code, which is incorporated herein by this reference. b) Provision of technical assistance to property owners to facilitate and stimulate rehabilitation beyond minimum standards and undertaking of a demonstration program therefor. c) Acquisition of property which is not made to conform to minimum property standards contained in Chapter 17 of the University City Municipal Code, and disposition thereof upon terms insuring improvement of said property to conform with said [Minimum Property Standards,] Chapter 17 of the Municipal Code or beyond.
