and functional considerations, and will not relieve <br />such developers from the obligation to comply with <br />all applicable ordinances and regulations. <br />Developers shall submit to the Authority <br />preliminary designs which will indicate proposed <br />development of each site in the Urban Renewal Area <br />before working drawings are made. A design panel <br />composed of the Authority's staff and design <br />consultants shall review all development plans and <br />advise the Authority as to their suitability. <br /> <br />[4.] <br /> <br />Effective Date and Period of Controls. In order to <br />further eliminate the remaining blighted conditions <br />in the project area, as shown on the Building <br />Condition Map, Exhibit 4 hereof, the provisions <br />and requirements established under the [Permitted <br />Uses andl Regulations and Controls, S~ction II, <br />subsectiFn[s] B(1) Land B(2)l will be in effect for <br />a period o't'[20] 'r5 years, commencing from the <br />effective date of approval of the Plan, as amended, <br />by the City Council of University City, Missouri. <br /> <br />III. PROJECT PROPOSALS <br /> <br />A. Land Acquisition <br /> <br />The property [to be acquired] that has been <br />acquired and that which is eligible for. <br />acquisition, rehabilitation and conservation <br />pursuant to this plan shall be as shown on the <br />["Project Area Map (Acquisition Areas)",] <br />Aoquisition Map, Exhibit 3 hereof. <br /> <br />Property not currently designated for acquisition <br />on the Acquisition Map, Exhibit 3, ["Project Area <br />Map (Acquisition Areas)", Exhibit A,] may be <br />acquired by the Authority if such property is not <br /> <br />standards oontained in Ch~p~er 17 of the University <br />City Municipal Code; for the purposes o~ <br />undertaking a rehabilitation demonstration program <br />in order to encourage the rehabilitation of <br />buildings beyond minimum standards by private <br />owners and other parties of interest; and to <br />prevent or eliminate blighted, substandard, <br />deteriorated, non-conforming or other conditions <br />not foreseen or noted at the time of adoption of <br />this Plan. <br /> <br />The Land Clearance Authority may clear where <br />necessary, and sell or lease for redevelopment, <br /> <br /> <br />
