Developers shall submit to the Authority preliminary designs which will indicate proposed development of each site in the Urban Renewal Area before working drawings are made. A design panel composed of the Authority's staff and design consultants shall review all development plans and advise the Authority as to their suitability. [4.] Effective Date and Period of Controls. III. PROJECT PROPOSALS A.
