Existing wiring and electrical equipment to <br />remain shall be determined to be in good and serviceable <br />condition, and installed so as not to be a potential <br />source of electrical hazard, or ignition of combustible <br />materials. Replacement of existing wiring and equipment <br />shall be made where these conditions are not fulfilled. <br /> <br />J. Mechanical and Electrical Systems - Non-Residential Uses. <br /> <br />Plumbing fixtures and waterpipes shall be properly <br />installed and in good sanitary condition meeting the <br />requirements of the Building Code. <br /> <br />Every enclosed space or room where persons are employed <br />in duties and continuous operations shall have heating <br />facilities which are able to and which shall maintain <br />heat to a temperature of at least seventy degrees <br />Fahrenheit even when the outside temperature is ten <br />degrees below Fahrenheit. }{eating devices and <br />installation shall be operated and maintained according <br />to the requirements of the Building Code. All gas <br />burning unit heaters and water heaters shall be vented to <br />the outside air by means of a smoke pipe or flue. <br /> <br />Sufficient circuits shall be installed to various parts <br />of the structure to prevent overloading and overfusing. <br />All conductors, wiring, outlets, and electrical fixtures <br />shall be properly installed and maintained in a safe, <br />usable condition in compliance with the electrical code <br />of University City. Any improvements, alterations, etc. <br />of the structure's electrical system shall be inspected <br />and approved by electrical inspectors. <br /> <br />K. Compliance to Rehabilitation Standards. <br /> <br />All buildings in the Eastgate-Westgate Urban Renewal Area <br />will be inspected and rated on the basis of these <br />standards as to their deficiencies which need correction. <br />For the purpose of making such inspections and otherwise <br />administering these standards, all agents and employees <br />of the local planning agency are authorized to enter and <br />examine all buildings. The owner and occupants of any <br />building shall give the agents and employees of the local <br />planning agency free access to each such building at all <br />reasonable times. <br /> <br />An owner of a substandard structure shall be notified of <br />the nature of the defects. Such owner will enter into <br />formal agreement with the local planning agency to meet <br />the standards established above within a specified time <br />period and, thereafter, to maintain compliance with such <br />standards. If the owner will not enter into an agreement <br />or will not meet these standards, then his structure may <br />be acquired by the local planning agency for <br />rehabilitation purposes. <br /> <br />Before conversion or alterations to the exterior and/or <br />interior of a structure is undertaken, plans and <br />elevations and subsequent workmanship of rehabilitated, <br />altered, or converted structures must be approved by the <br />local planning agency, or their representatives and the <br />interpretation of these regulations shall be final and <br />binding-7 <br /> <br /> <br />
