DUTY TO MAINTAIN FINANCIAL RESPONSIBILITY, METHODS"; CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, MISSOURI~ AS FOLLOWS: Section 1. Chapter 21 of the Municipal Code of the City of University City~ relating to Motor Vehicles-and Traffic is hereby amended by enacting therein a new section to be known as "Section 21-31.2. Duty to Maintain Financial 8esponsibility~ Methods;" reading as follows: 21-31.2 DUTY TO MAINTAIN FINANCIAL RESPONSIBILITY~ METHODS 1. No owner of a motor vehicle registered in this state shall operate the vehicle, or authorize any other person to operate the vehicle~ unless the owner maintains the financial responsibility as required under Chapter 305 RSMo. Furthermore, no person shall operate a motor vehicle owned by another with the knowledge that the owner has not 'maintained the required financial responsibility unless such person has the required financial responsibility which covers his operation of the other's vehicle. 2. A motor vehicle owner shall maintain his finan- cial responsibility in a manner provided for in Chapter 303 RSMo., or with a motor vehicle liabil- ity policy which conforms to the requirements of the laws of Missouri. Section 2. This ordinance shall not be construed so as to relieve any person, firm or corporation from any penalty heretofore incurred by the violation of Section 21-31 nor bar the prosecution for any such violation. Section 3. Any person, firm or corporation violating any of the provisions of this ordinance shall~ upon conviction thereof~ be subject to the penalty provided in Chapter 1~ Section 1-8 of the Municipal Code of the City of University City. 1
