BILL NO. <br /> <br /> INTRODUCED BY COUNCILMEMBERS WAGNER AND SCHUMAN <br /> <br />820,8 ORDINANCE NO. <br /> <br />5993 <br /> <br />AN ORDINANCE AMENDING CHAPTER 23 OF THE MUNICIPAL CODE OF THE CITY <br />OF UNIVERSITY CITY, RELATING TO OFFENSES-MISCELLANEOUS, AND ENACTING <br />THEREIN A NEW SECTION TO BE KNOWN AS "SECTION 23-58. ALARM <br />SYSTEMS"~ CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, MISSOURI, AS <br />FOLLOWSt <br /> <br /> Section 1. Chapter 23 of the Municipal Code of the City of University <br />City, relating to Offenses-Miscellaneous, Is hereby amended by enacting thefein <br />a new section to be known as "Section 23-58. Alarm Systems;" reading as follows~ <br /> <br />23-58. ALARM SYSTEIAS. <br /> <br />Definitions. For purposes of this section, the following terms, <br />phras,es. words and their derivations shall have the meaning given <br />herein. <br /> <br />(1) <br /> <br />The term "alarm subscriber" means any person who leases, <br />contracts for, buys or otherwise obtains and operates an alarm <br />system for the purpose of obtaining response to the alarm from <br />the University City Police or Fire Department, and on whose <br />premises an alarm system is maintained, excluding audible <br />alarms on motor vehicles. <br /> <br />(2) <br /> <br />The term "alarm system" means any mechanical or electrical <br />device which is designed to be activated manually or <br />automatically upon the detection of an unauthorized entry, <br />intrusion or other emergency In or on any building, structure, <br />facility or premises through the emission of a sound or <br />transmission of a signal or message. <br /> <br />(3) <br /> <br />The term "alarm user" means any person who uses an alarm <br />system. <br /> <br />(4) <br /> <br />The tern] "false alarm" means the activation of an alarm system <br />to which the University City Police or Fire Department is <br />summoned to respond when no burglary, robbery or other <br />emergency exists. <br /> <br />Responsibility. It shall be the responsibility of the alarm <br />user/subscriber to: <br /> <br />(1) <br /> <br />Maintain and use the premises containing an alarm system in a <br />· anner that ensures proper operation of the alarm system. <br /> <br />(2) <br /> <br />Maintain the alarm system in a manner that ensures proper <br />operation of the alarm system. <br /> <br /> <br />
