BILL NO. <br /> <br /> INTRODUCED BY COUNCILMEMBER SCHUMAN <br /> <br />8216 ORDINANCE NO. 6oot <br /> <br />AN ORDINANCE AMENDING CHAP,TER 21 OF THE MUNICIPAL CODE OF <br />THE CITY OF UNIVERSITY CITY, RELATING TO MOTOR VEHICLES AND <br />TRAFFIC BY REPEALING SECTION 21-6.2 THEREOF, AND ENACTING IN <br />LIEU THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 21-6.2, <br />RESIDENTIAL PARKING PERMIT PLAN;" CONTAINING A SAVING CLAUSE <br />AND PROVIDING A PENALTY. <br /> <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> <br /> Section 1. Chapter 21 of the Municipal Code of the City of University City, <br />relating to motor vehicles and traffic, is hereby amended by repealing Section 21- <br />6.2 thereof, relating to residential parking permit plan, and enacting in lieu <br />thereof, a new section to be known as "Section 21-6.2, Residential Parking Permit <br />Plan;" relating to the same subject, so that said section, as so amended, shall <br />read as follows: <br /> <br />21-6.2 <br /> <br />RESIDENTIAL PARKING PERMIT PLAN <br /> <br /> (1) Parking on public streets within residential neighborhoods <br />may be restricted to the residents along a specified block of a street <br />if all of the following conditions are met: <br /> <br />(a) <br /> <br />The residential block contains a traffic <br />ingress and/or egress to or from a <br />commercial area comprising multiple retail <br />businesses; and <br /> <br />(b) <br /> <br />the daily traffic count exceeds two <br />thousand five hundred (2,500) cars on any <br />part of the block containing the traffic <br />ingress and/or egress referred to in (a) <br />immediately above; and <br /> <br />(c) <br /> <br />The problems caused by non-resident <br />parking on the block referred to in (a) are <br />chronic and well-documented. <br /> <br /> (2) Residential permit parking areas must be initiated by <br />petition. The petition must state the problems caused by non- <br />resident parking; the specific area requested to be restricted; the <br />requested restricted time period; and be signed by at least one (1) <br />owner of record for each of the parcels of real estate constituting in <br />excess of seventy-five percent (75%) of the parcels of real estate <br /> <br /> <br />
