BILL NO. INTRODUCED BY COUNCILMEMBER SCHUMAN 8240 ORDINANCE NO. 6024 AN ORDINANCE AMENDING CHAPTER 14 OF THE MUNICIPAL CODE OF THE CITY OF UNIVERSITY CITY, RELATING TO GARBAGE, REFUSE AND WEEDS, BY REPEALING SECTION 14-37 THEREOF, RELATING TO SCHEDULE OF CHARGES, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 14-37. SCHEDULE OF CHARGES," BY AMENDING SAID SECTION SO AS TO INCREASE MONTHLY REFUSE RATES, CHANGE THE DEFINITIONS OF "BAG" AND "CART," AND DELETE THE DEFINITION OF "ROLL-OUT BOX;" CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. WHEREAS, an election was lawfully held on April 4, 1995, in all of the voting precincts in the City of University City, Missouri; and WHEREAS, Proposition R, authorizing the City of University City to increase the recyclable and refuse collection monthly charges from and after September 1, 1995, in accordance with a proposed schedule, was lawfully submitted to the qualified electors of the City of University City at said election; and WHEREAS, said electors lawfully approved and passed Proposition R. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, MISSOURI, AS FOLLOWS: Section l. Chapter 14 of the Municipal Code of the City of University City, relating to garbage, refuse and weeds is hereby amended by repealing Section 14-37 thereof, relating to schedule of charges, and enacting in lieu thereof a new section to be known as "Section 14-37. Schedule of Charges," by amending said section so as to increase monthly refuse rates, change the definitions of "Bag" and "Cart," and delete the definition of "Roll-Out Box;" relating to the same subject, so that said section, as so amended, shall read as follows: SECTION 14-37. SCHEDULE OF CHARGES For the purpose of defraying the expense of the City for the collection of garbage, trash, litter and rubbish, as provided in this chapter, the owners of certain real property within the City shall pay a service charge based on the following schedule:
