BILL NO. INTRODUCED BY COUNCILMEMBER COTTON 8259 ORDINANCE NO. 6043 AN ORDINANCE AMENDING CHAPTER 21 OF THE MUNICIPAL CODE OF THE CITY OF UNIVERSITY CITY, RELATING TO MOTOR VEHICLES AND TRAFFIC, BY REPEALING SECTION 21-104 THEREOF, RELATING TO TURNING AT INTERSECTIONS, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 21-104. TURNING AT INTERSECTIONS." BY AMENDING SAID SECTION SO AS TO PROHIBIT LEFT TURNS DURING DESIGNATED HOURS FROM SOUTHBOUND HANLEY ROAD ONTO MELROSE OR WELLINGTON AVENUES, AND FROM NORTHBOUND MIDLAND BOULEVARD ONTO CARLETON, MELROSE OR WELLINGTON AVENUES; CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, MISSOURI, AS FOLLOWS: Section 1. Chapter 21 of the Municipal Code of the City of University City, relating to motor vehicles and traffic is hereby amended by repealing Section 21- 104 thereof, relating to turning at intersections, and enacting in lieu thereof a new section to be known as "Section 21-104. Turning at intersections," by amending said section so as to prohibit left turns during designated hours from southbound Hanley Road onto Melrose or Wellington Avenues, and from Northbound Midland Boulevard onto Carleton, Melrose or Wellington Avenues; so that said section, as so amended, shall read as follows: SFCTION 21-104. TURNING AT INTERSECTIONS. (a) Right Turns Generally. The operator of a vehicle intending to turn to the right at an intersection or into an alley or driveway shall approach the point of turning in the traffic lane nearest the right-hand edge or curb of the roadway and in turning, shall keep as close as practicable to the right-hand curb or edge of the roadway. (b) Left Turns Generally. The operator of a vehicle intending to turn to the left at an intersection or into a driveway shall approach the point of turning in the lane for traffic to the right of and next to the center of the roadway; and unless otherwise directed by turning markers, the operator of a vehicle in turning left at an intersection shall pass to the right of the center of the intersection before turning. Upon streets laned for traffic and upon one-way streets, a left turn shall be made from the left lane of traffic. (c) Turning Markers. The director of public works is hereby authorized to place turning markers.
