Midland Boulevard at Wellington Avenue, Northbound vehicles on Midland <br /> Boulevard at the intersection with Wellington Avenue between the <br /> hours of 7:00 a.m. and 9:00 a.m. and between the hours of 4:00 p.m. <br /> and 6:00 p.m. on all days except Saturdays, Sundays and national <br /> holidays. <br /> <br /> Section 9. This ordinance shall not be construed so as to relieve any person, <br />firm or corporation from any penalty heretofore incurred by the violation of Section <br />21-104 nor bar the prosecution for any such violation. <br /> <br /> Section 3. Any person, firm or corporation violating any of the provisions of <br />this ordinance, shall, upon conviction thereof, be subject to the penalty provided <br />in Chapter 1, Section 1-8 of the Municipal Code of the City of University City. <br /> <br /> Section 4.
