The Commission shall have the following duties and responsibilities only: (a) To make recommendations to the City Council as to the use of revenue from any tax imposed within the Parkview Gardens Special Business District under the Special Business District Act; and (b) To undertake such other tasks, duties, and responsibilities as the City Council shall from time to time desi9nate. The terms of members first appointed shall be staggered as follows: ..om~ members shall be designated to serve a term of one (1) year; +~o members shall be designated to serve a term of two (2) years; .~L0_- members shall be designated to serve a term of three (3) years. Subsequent terms shall be for three (3) years. Appointments to fill vacancies shall be for the unexpired portion of a term only. The Commission shall annually elect a Chairperson, Vxce Chairperson, and Secretary and shall adopt such rules or bylaws as shall the Commission shall deem necessary or convenient to carry out the duties and responsibilities under this section. Section 6,. There is hereby ordered an election on the question of the imposition of the initial tax levy provided in this Ordinance to be submitted to the qualified voters of the Parkview Gardens Special Business District. The City Manager is hereby authorized and directed to take such further action as may be necessary oz convenient to place or cause to be placed the question of the initial tax levy before the qualified voters of the Parkview Gardens Special Business District at the earliest practicable date and as provided by law. Section 7. The City Manager is hereby further authorized to take such further actions as may be necessary or convenient to implement or to effectuate the intent of this Ordinance. SeC~iO~ 8. The sections of this Ordinance shall be severable. In the event that any section of this Ordinance is found by a cour"~ of competenU jurisdiction to be invalid or unconstitutional, the remaining sections of this Ordinance shall remain valid, unless the court finds that the valid sections of this Ordinance are so essentially and inseparably connected with and so dependen~ upon the void section, that it cannot be presumed that the City Council would have enacted the valid sections without. the void sections; or unless the court finds that the valid sections standing alone are incomplete and are incapable of being executed in accordance with the legislative intent. $ T L ~ 3877.~
