BILL NO. 8281 INTRODUCED BY COUNCILMEMBER SCHOOMER ORDINANCE NO. 6063 AN ORDINANCE AMENDING CHAPTER 21 OF THE MUNICIPAL CODE OF THE CITY OF UNIVERSITY CITY, RELATING TO MOTOR VEHICLES AND TRAFFIC, BY REPEALING SECTION 21-143 THEREOF, RELATING TO PARKING PERMITS GENERALLY, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 21-143. PARKING PERMITS GENERALLY,' BY AMENDING SAID SECTION SO AS TO INCREASE THE COST OF A PARKING PERMIT FROM FOUR DOLLARS ($4.00) TO IWENTY DOLLARS ($20.00) PER MONTH, OR TO FIFTEEN DOLLARS ($15.00) PER MONTH IF FIVE (5) OR MORE PARKING PERMITS ARE ISSUED TO A BUILDING OWNER; CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, MISSOURI, AS FOLLOWS: Section 1. Chapter 21 of the Municipal Code of the City of University City, relating to motor vehicles and traffic, is hereby amended by repealing Section 21-143 thereof, relating to parking permits generally, and enacting in lieu thereof a new section to be known as "Section 21-143. Parking permits generally," by amending said section so as to increase the cost of a monthly parking permit from four dollars ($4.00) to twenty dollars ($20.00) per month, or to fifteen dollars ($15.00) per month if five (5) or more parking permits are issued to a building owner; so that said section, as so amended, shall read as follows: Sec. 71-143. Parking permits generally.. The Director of Finance is authorized to issue permits to applicants authorizing the parking of vehicles in parking meter zone D without the necessity of depositing parking fees as required in such parking meters. Such parking permits shall be issued only to a certain vehicle and the motor vehicle license number shall be furnished to the Chief of Police by the Director of Finance. The cost of each permit shall be twenty dollars ($20.00) per month, or fifteen dollars ($15.00) per month for any building owner who is issued five (5) or more parking permits for a given month, payable on or before the first (1st) day of each month or payable in advance for any succeeding twelve (12)-month period, or pads thereof. Section ?. This ordinance shall not be construed so as to relieve any person, firm or corporation from any penalty heretofore incurred by the violation of Section 21-143, nor bar the prosecution for any such violation. Section 3. Any person, firm or corporation violating any of the provisions of this ordinance, shall, upon conviction thereof, be subject to the penalty provided in Chapter 1, Section 1-8 of the Municipal Code of the City of University City.
