PM-304.14.1 Glazing: Every window, glazed extedor door, exterior transom or extedor <br />sidelight shall be provided with propedy installed glass or other approved glazing matedal <br />without holes, open cracks, or multiple cracks in the same pane or sheet. In the event of <br />breakage the owner or other person responsible shall cause the immediate removal of broken <br />glass from the premises and shall temporarily board up the affected opening with suitable <br />matedal to provide protection from the elements and to prevent entry of insects, birds or animals <br />and to provide secudty to the occupants and contents of the building. <br /> <br />PM-304.14.2 Openable windows: Every window, other than a fixed window, shall be easily <br />openable and capable of being held in position by window hardware. <br /> <br />PM-304.14.3 Board up: Since the presence of boarded-up buildings, particularly those where <br />the boarding is unpainted or applied in an insecure, careless, or unpresentable fashion invites <br />vandalism and creates a blighting influence which adversely affects the general welfare of the <br />people of this City, it is hereby required that all boarding-up of exterior openings be <br />accomplished in a neat, workmanlike manner with not less than one-half inch thick, weather <br />resistant plywood, cut to fit within openings, securely fastened in place and coated with an <br />appropriate neutral color blending with or harmonizing with the exterior colors of the building so <br />as to be as inconspicuous as possible. It shall be the duty of the code official to notify the owner <br />or other person responsible, not complying with the above requirements, of the necessity of <br />compliance, giving a pedod of not more than ten working days in which to replace the broken <br />glass, or repair, replace or paint the boarding. This notice shall be given in the manner required <br />by section PM-107.0 and it shall be unlawful for any person to fail to comply with the order of the <br />code official contained in such notice. The boarding up of extedor wall openings of occupied <br />structures shall be limited to temporary use unless the assemblage of material used fully meets <br />the fire resistance requirement of the building code and has been installed in accordance with <br />the conditions of a duly issued building permit. If any part of a boarded up building is occupied, <br />it shall be the duty of the code official to notify the owner or other person responsible, giving <br />them a pedod of not more than ten working days in which to replace the glass or remove the <br />temporary boarding and replacing it with permanent construction meeting the requirements of <br />the building code. This notice shall be given in the manner required by section PM-107.0 and <br />it shall be unlawful for any person to fail to comply with the order of the code official contained <br />in such notice. <br /> <br />PM-304.14.4 Shades: Shades, blinds, drapes and curtains which are visible from the extedor <br />shall be maintained in good condition or they shall be removed. <br /> <br />PM-304.15 Insect screens: During the period from Apdl 15 to November 15 every door, <br />window and other outside opening used or required for ventilation purposes serving any building <br />containing habitable rooms, food preparation areas, food service areas, or any areas where <br />products included or used in food for human consumption are processed, manufactured, <br />packaged or stored, shall be supplied with approved tightly rifling screens of not less than 16 <br />mesh per inch and every such swinging door shall have a self-closing device in good working <br />condition. <br /> <br />Exception: Screen doors shall not be required where other approved means such as <br />air curtains or insect repellent fans are employed. <br /> <br />PM-304.16 Doors: All extedor door assemblies shall be maintained in sound condition, good <br />repair and weather tight. Locks at all entrances to dwelling units, rooming units and guest <br />rooms shall tightly secure the door. Extedor doors used as a common means of egress for more <br />than two dwelling units shall have a self-dosing device in good working order, in order to protect <br />against the entry of rats and other vermin. <br /> <br />PM-304.18 Security bars, grilles or screens: Secudty bars, protective gdlles and security <br />screens shall not be permiffed on any window or doorway of any one- or two-family dwelling, <br />excluding basement windows.
