BILL NO, <br /> <br />ORDINANCE NO. ~)II ('-' <br /> <br />AN ORDINANCE AMENDING CHAPTER 14 OF THE MUNICIPAL CODE OF <br />THE CITY OF UNIVERSITY CITY, MISSOURI, RELATING TO GARBAGE, <br />REFUSE AND WEEDS, BY REPEALING SECTION 14-12 THEREOF, RELATING <br />TO LOCATION OF REFUSE CONTAINERS, AND ENACTING IN LIEU <br />THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 14-12. <br />LOCATION OF REFUSE CONTAINERS," BY AMENDING SAID SECTION SO <br />AS TO REQUIRE THAT REFUSE CONTAINERS BE STORED BEHIND THE <br />BUILDING LINE; CONTAINING A SAVING CLAUSE AND PROVIDING A <br />PENALTY. <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, MISSOURI, <br />AS FOLLOWS: <br /> <br /> Section 1. Chapter 14 of the Municipal Code of the City of University City, <br />Missouri, relating to garbage, refuse and weeds, is hereby amended by repealing <br />Section 14-12 thereof, relating to location of refuse containers, and enacting in lieu <br />thereof a new section to be known as "Section 14-12. Location of refuse <br />containers," by amending said section so as to require that refuse containers be <br />stored behind the building line; so that said section, as so amended, shall read as <br />follows: <br /> <br />Section 14-12. Location of refuse containers. <br /> <br />a) <br /> <br />Collection from street. If the refuse collection vehicle makes the <br />collection of refuse from the street, roll-out plastic carts, recyclables <br />containers, disposable containers, bags and bundled brush and tree <br />trimmings shall be placed by the resident near the back of the curb <br />or edge of the roadway but not in the street. Refuse shall not be <br />placed out for collection earlier than 4:00 P.M. on the day before the <br />day of the scheduled collection. The responsible party for an <br />accumulation of refuse shall be the occupant or occupants of a one <br />(1) dwelling unit building or the owner of a building housing two (2) or <br />more residential or one(1) or more commercial units. Exemptions to <br />the curb line placement of disposable containers may be made by <br />the director of public works if, for valid physical reasons, no member <br />of the household can be expected to cam/the containers to the curb <br />line. In these instances, the location of the disposable containers for <br />collection shall be at the direction of the director of public works. <br /> <br />b) <br /> <br />Collection from the alley. If the sanitation truck makes the <br />collection of refuse from the alley, a box-type stationary container or <br />containers shall be located, clear of traffic, adjacent to the alley line <br />and shall be located so as to be accessible to collection equipment. <br /> <br /> <br />
