Improvement Plans <br /> <br />the grading of an area that is five (5) acres or <br />greater, a land disturbance permit shall be <br />obtained from the Missouri Department of <br />Natural Resources (see Section 29-81.1, <br />paragraph 3 of this Chapter). <br /> <br />Landscape Plans: Where landscaping and screen- <br />ing is required under Chapter 34, "Zoning," <br />provide a landscape plan sho~ing existing and <br />proposed landscaping, including the name and <br />size of plant material. <br /> <br />3. Supplemental Information Requirements: <br /> <br />Cost Estimates: Provide cost estimates for all site <br />preparation and construction of improvements, in <br />sufficient detail for verification and approval by <br />the Director of Public Works. Identify. any refer- <br />ence sources of costs used in preparing the cost <br />estimates, or the source of the cost estimate (e.g., <br />if prepared by a utility company to be contracted <br />to install certain improvements). <br /> <br />Evidence of Review by Others.' Pro,Sale written <br />statements from (or correspondence from the <br />developer to) the following agencies indicating <br />that the improvement plans for the subdMsion <br />plat have been submitted for determination of <br />compliance xx4th their respective rules and stan- <br />dards: <br /> <br />(I) Metropolitan St. Louis Sewer District; <br /> <br />(2) <br /> <br />Missouri Department of Transportation <br />(MDOT), if access to the development is to be <br />from a state highway; <br /> <br />(3) <br /> <br />(4) <br /> <br />St. Louis County Department of Highways <br />and Traffic, ffaccess to the development is to <br />be from a county arterial road; <br /> <br />Missouri Department of Natural Resources <br />(see paragraph "2 d (4)" above); <br /> <br />(5) U.S. Army Corps of Eng/neers; <br /> <br />(6) Office of the University City Floodplain <br /> Administrator; and <br /> <br />(7) Other agencies having review authori~, over <br /> an3' element of the proposed development. <br /> <br />29-33.3 Improvement Plans Review Procedure <br /> <br />1. Submission by Applicant: <br /> <br />After City Council approval of the preliminary plat, <br />the applicant shall submit four (4) copies of the im- <br />provement plans and other information required by <br />Section 29-33.2 to the Director of Public Works. It <br />shall be the applicant's responsibility to provide copies <br />of improvement plans to the other applicable reviewing <br />agencies or utilities. <br /> <br />2. Staff Review: <br /> <br />As soon as practical after receipt of the improvement <br />plans, the Director of Public Works shall distribute <br />copies of the applicable documents to the Zoning <br />Administrator, Fire Chief and other City staff as <br />appropriate. The Director of Public Works, with the <br />input of other Cid' staff, shall rexSew the improvement <br />plans and shall: <br /> <br />Determine compliance ~4th the approved prelimi- <br />nary plat and compliance ~4th the requirements of <br />th/s Chapter and other applicable City regulations; <br />and <br /> <br />b. Verify accuracy. of information pro,,Sded, includ- <br /> ing cost estimates. <br /> <br />3. Evidence of Approval by Other Agencies or Utilities: <br /> <br />The applicant shall proxSde evidence to the Zoning <br />Administrator of the approval or a~eement to install <br />improvements, from all applicable reviewing agen- <br />cies/utili.ty companies, including payment of any <br />required inspection fees. <br /> <br />chapt29.fin 4-7 .as approved by the Plan Commission on October 22, 1997 <br /> <br /> <br />
