BILL NO. <br /> <br />ORDINANCE NO. <br /> <br />AN ORDINANCE AMENDING CHAPTER 22 OF THE MUNICIPAL CODE OF <br />THE CITY OF UNIVERSITY CITY, RELATING TO NUISANCES, BY <br />ENACTING THEREIN A NEW SECTION TO BE KNOWN AS "SECTION 22-26. <br />PLACES USED FOR THE COMMISSION OF CRIMES OR ORDINANCE <br />VIOLATIONS;" AND PROVIDING A PENALTY. <br /> <br /> WHEREAS, the Council of the City of University City, Missouri finds that there is an <br />increasing use of real property within the City of University City, Missouri for the commission of <br />crimes and ordinance violations; and <br /> <br /> WHEREAS, the Council finds that this situation seriously interferes with the interest of the <br />general public in the areas of quality of neighborhood life and environment; reduces property values; <br />endangers the safety of the public upon the streets and sidewalks; and increases the cost of law <br />enforcement; and <br /> <br /> WHEREAS, the Council, therefore, finds that it is in the public interest to authorize and <br />empower the appropriate City officials to impose sanctions and penalties for such public nuisances <br />as an additional and appropriate method of law enforcement in response to the apparent proliferation <br />of these public nuisances, without prejudice to the use of any other procedures and remedies <br />available under any other law. <br /> <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />UNIVERSITY CITY, MISSOUR/, AS FOLLOWS: <br /> <br /> Section 1. Chapter 22 of the Municipal Code of the City of University City, Missouri, <br />relating to nuisances, is hereby amended by enacting therein a new section to be known as "Section <br />22-26. Places used for the commission of crimes or ordinance violations," reading as follows: <br /> <br />Section 22-26. Places used for the commission of crimes or ordinance violations. <br /> <br />As used herein, "place" shall mean any building, dwelling unit, lot, plot or <br />parcel of land, premises, room or structure. <br /> <br />Bo <br /> <br />Any place which is used for the commission of crimes or ordinance <br />violations is a public nuisance. <br /> <br />The Chief of Police shall notify the owner and occupant of any place used for <br />the commission of crimes or ordinance violations that the place is in violation <br />of this ordinance, including the reason why, and that if the place continues to <br />be used in such a manner a hearing shall be held to determine whether a <br />public nuisance exists, and if so, to determine the appropriate abatement <br />remedies, including that the place not be occupied or used for a period of up <br />to one year. Notice shall be by personal service or certified mail. <br /> <br /> <br />
