BILL NO. <br /> <br />ORDINANCE NO. <br /> <br />AN ORDINANCE AMENDING TITLE 8 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO HEALTH AND SAFETY, BY ENACTING- <br />THEREIN A NEW CHAPTER TO BE KNOWN AS "CHAPTER 8.44 YARD BY- <br />PRODUCT COMPOST FACILITIES;" CONTAINING A SAVING CLAUSE AND <br />PROVIDING A PENALTY. <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, <br />MISSOURI, AS FOLLOWS: <br /> <br /> Section 1. Title 8 of the University City Municipal Code, relating to health and safety, <br />is hereby amended by enacting therein a new chapter to be known as "Chapter 8.44 Yard By-Product <br />Compost Facilities," which shall read as follows: <br /> <br />Chapter 8.44 Yard By-Product Compost Facilities <br /> <br />Sections: <br />8.44.010 <br />8.44.020 <br />8.44.030 <br />8.44.040 <br />8.44.050 <br />8.44.060 <br />8.44.070 <br /> <br />Definitions. <br />Purpose of this chapter. <br />Facilities to which chapter applies. <br />Designations and duties of the director. <br />Yard by-product compost facility management. <br />Standards for operation of yard by-product compost facility. <br />Closure procedures for a yard by-product compost facility. <br /> <br />8.44.010 Definitions. <br /> For the purpose of this chapter, the following terms, phrases, words and their derivations <br />shall have the meaning given herein: <br />"Compost" means the biological decomposition of organic constituents under controlled conditions. <br />"Department" means the Director of the Department of Public Works <br />"Yard By-Product" means the source separated leaves, grass clippings, tree trimmings and limbs, <br />yard and garden vegetation and Christmas trees. <br />"Yard By-Product Compost Facility" means a non-residential premise which collects and/or <br />accepts recovered yard by-product generated off-site for the purpose of controlled biological <br />decomposition. <br /> <br />8.44.020 Purl}ose of this chapter. <br /> The purpose of this chapter is to fully regulate all yard by-product compost facilities within <br />the boundaries of the city. It is the intent of the city that such facilities be exempt from the <br />provisions of Subchapter T, Sections 607.1005 through 607.1170 of the St. Louis County Revised <br />Ordinances which pertain to yard by-product compost facilities. <br /> <br /> <br />
