O ANCE NO. {O,V,5 I <br /> <br />AN ORDINANCE AMENDING CHAPTER 10.40 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO STOPPING, STANDING AND PARKING <br />GENERALLY, BY REPEALING SECTION 10.40.030 THEREOF, RELATING <br />TO RESIDENTIAL PARKING PERMIT PLAN, AND ENACTING IN LIEU <br />THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 10.40.030 <br />RESIDENTIAL PARKING PERMIT PLAN," THEREBY AMENDING SAID <br />SECTION SO AS TO AUTHORIZE THE ESTABLISHMENT OF RESIDENTIAL <br />PERMIT PARKING AREAS ON RESIDENTIAL STREETS ADJACENT TO <br />WASHINGTON UNIVERSITY UNDER CERTAIN CONDITIONS; <br />CONTAINING SAVING AND EMERGENCY CLAUSES AND PROVIDING A <br />PENALTY. <br /> <br /> BE IT ORDAINED BY THE COLrNCIL OF THE CITY OF UNIVERSITY CITY, <br />MISSOURI, AS FOLLOWS: <br /> <br /> Section 1. Chapter 10.40 of the University City Municipal Code, relating to stopping, <br />standing and parking generally, is hereby amended by repealing Section 10.40.030 thereof, relating <br />to residential parking permit plan, and enacting in lieu thereofa new section to be known as "Section <br />10.40.030 Residential parking permit plan," thereby amending said section so as to authorize the <br />establishment of residential permit parking areas on residential streets adjacent to Washington <br />University under certain conditions; so that said section, as so amended, shall read as follows: <br /> <br />10.40.030 Residential parking permit plan. <br /> <br />Parking on public streets within residential neighborhoods may be restricted to the residents <br />along not more than two blocks of a street pursuant to this section if.' <br /> <br />The residential block contains a traffic ingress and/egress to or from a commercial <br />area comprising multiple retail businesses; and <br />The daily traffic count exceeds two thousand five hundred (2,500) cars on any part <br />of the block coming the traffic ingress and/or egress referred to in subsection <br />(A)(1) of this section; and <br />The problems caused by nonresident parking on the block referred to in subsection <br />(A)( 1 ) of this section are chronic and well-documented. <br /> <br />Parking on public streets within residential neighborhoods may be restricted to the residents <br />along not more than two blocks of a street pursuant to this section if: <br /> <br />The street is within two blocks of Washington University; and <br />The problems caused by nonresident parking on the block are chronic and well- <br />documented. <br /> <br /> <br />
