The hearing <br />officer may request that the City Council adopt additional <br />reasonable and necessary procedures and requirements by <br />resolution. <br /> <br />3. This Section does not prohibit any Franchisee from submitting or the <br />City from considering an informal renewal application pursuant to 47 U.S.C.§ <br />546(h), which application may be granted or denied in accordance with the <br />provisions of 47 U.S.C. § 546(h). If such an informal renewal application is <br />granted, including during the course of formal renewal proceedings, then the <br />steps specified in subsections (c) (1) and (c) (2) of this section need not be <br />taken, notwithstanding the provisions of those subsections. However, the <br />City will provide the public with adequate notice before making a decision on <br />such an application, and will make any decision to renew by ordinance <br />enacted no less than thirty (30) days after the filing of the application, and <br />subsequent to the preparation of a written Franchise Agreement by the City <br />and signature thereof by the applicant. Unless otherwise directed by the <br />City, an informal renewal application shall contain the information required <br />under Section 4(d). <br /> <br />4. The provisions of this Ordinance shall be read and applied so that <br />they are consistent with Section 626 of the Cable Act, 47 U.S.C. § 546, as <br />amended. <br /> <br />D. Contents of Franchise and Renewal Applications. <br /> <br /> An RFP for the grant of a Franchise, including for a Franchise renewal shall require, <br />and any application submitted shall contain, at a minimum, the following information. <br /> <br />1. Names and addresses of the applicant and identification of the <br />ownership and Control of the applicant, including: the names and addresses <br />of all persons with more than a ten (10) percent ownership interest in the <br />applicant and all persons in Control of the applicant and/or the operations <br />or System of the applicant; and any other business affiliation and Cable <br />System ownership interest of each named Person. <br /> <br />2. A demonstration of the applicant's technical ability to construct and/or <br />operate the proposed or existing Cable System, including identification of <br />key personnel and their cable television experience. <br /> <br />3. A demonstration of the applicant's legal qualifications to construct <br />and/or operate the proposed or existing Cable System, including but not <br />limited to a demonstration that the applicant meets the following criteria: <br /> <br />18 <br /> <br /> <br />
