This subsection shall not apply <br />to any fence, gate, chain, bar, pipe, wood or metal horse, or similar obstruction, designed to <br />close the roadway to through traffic; nor shall it apply to any wood or metal horse, or similar <br />obstruction, designed to slow traffic. <br /> <br />No person shall place or maintain nor shall any public authority permit upon any highway <br />any traffic sign or signal bearing thereon any commercial advertising unless authorized by <br />the Missouri Highways and Transportation Commission. <br /> <br />This section shall not be deemed to prohibit the erection upon private property adjacent to <br />highways or roadways of signs giving useful directional information and of a type that <br />carmot be mistaken for official signs. <br /> <br />E. Every such prohibited sign, signal, marking or device is declared to be a public nuisance. <br /> <br /> Section 2. This ordinance shall not be construed so as to relieve any person, firm, or <br />corporation from any penalty heretofore incurred by the violation of Chapter 10.08, Section <br />10.08.040, nor bar the prosecution for any such violation. <br /> <br /> Section 3.
