This Redevelopment Plan ("Plan") was submitted to the Land Clearance Authority of the City <br />of University City, Missouri CLCRA"1 pursuant to Section 99.430.1 (4) of the Revised Statutes <br />of Missouri, as amended. <br /> <br />A. EXISTING CONDITIONS AND FINDINGS OF BLIGHT <br /> <br />i. DELINEATION OF BOUNDARIES <br /> <br />The DelmadDelcrest Redevelopment Project Area ("Area") encompasses approximately 4.4 <br />acres located at the southwest comer of Delmar Boulevard and Delcrest Drive in the City of <br />University City, Missouri ("City"). <br /> <br />The legal description of the Area is attached hereto as Exhibit A and incorporated herein. <br /> <br />An Existing Uses Map depicting the boundaries, present uses, and condition of the Area is <br />attached hereto as Exhibit B and incorporated herein. <br /> <br />2. GENERAL CONDITION OF THE AREA <br /> <br />The physical conditions within the Area are described and depicted in the Blighting Study of <br />the Delmar/Delcrest Redevelopmerit Area, attached hereto as Exhibit D and incorporated <br />herein t"Blighting Stud~f1. <br /> <br />The Area formerly contained seven (7] obsolete, ran-down, multifamily rental properties dating <br />back to the 1940's through the 1960's. <br /> <br />The Area currently contains a large partially-completed parking structure, covering <br />approximately 74,749 sq. ft., or approximately 39% of the Area, the construction of which has <br />been abandoned since September 30, 2000. ("Incomplete Facility"). As noted in the Blighthag <br />Study, economic forces have prevented completion of the Incomplete Facility and the <br />residential units once proposed to be built in the Area. <br /> <br />The Incomplete Facility, in its current condition, hcks electric power services, poses life safety <br />hazards, is a prominent eyesore visible to adjacent properties and public ways, and serves no <br />reasonable present use. <br /> <br />There are currently no jobs within the Area or the Incomplete Facility. <br /> <br />3. PRESENT LAND USE OF THE AREA <br /> <br />Existing land uses within the Area consist of the one (11 unoccupied, partially completed, <br />Incomplete Facility. <br /> <br /> <br />
