PROPOSED LAND USE OF THE AREA <br /> <br />The proposed land uses for the Area are high density residential use, with associated office, <br />recreational, commercial and support facihties. <br /> <br />The Proposed Uses Map incorporated herein and attached hereto as Exhibit C, shows the <br />proposed uses for the Area. <br /> <br />3. PROPOSED ZONING <br /> <br />No changes in the present zoning designation (HRO) will be necessary to accommodate this <br />Plan. However, it is anticipated that the party chosen to develop the Project must apply for a <br />Conditional Use Permit. Section 34-34.4.7 of the Zoning Code hsts "Dwelhngs, elevator <br />apartment, with a F.A.R. between 1.0 and 3.0" as a conditional use in HRO districts. The <br />proposed zoning and conditional use is consistent with uses of property surrounding the Area, <br />which is predominantly zoned HRO. <br /> <br />4. RELATIONSHIP TO LOCAL OBJECTIVES <br /> <br />The proposed land uses, zoning, public facilities and utility plans are appropriate and <br />consistent with local objectives as defined by the 1999 University City Comprehensive Plan <br />Update (the "Comprehensive Plan"). <br /> <br />The Comprehensive Plan has identified "All lots within the haft-moon shaped area north of <br />Delcrest and south of Delmar," encompassing the Area, as a "Maior Area for Redevelopment.' <br />Comprehensive Plan, pp. 34-35. <br /> <br />Chapter 4 of the Comprehensive Plan lists the following as goals for development: <br /> <br />DEVELOPMENT <br /> <br />Goals: The management of physical development in a manner that produces <br />high-quality, long-lasting development, that projects a positive community <br />image, increases the value of surrounding property, adds to the public <br />convenience, enlarges opportunities for pursuing an urban life-style, and <br />enhances community resources. <br /> <br />The management of physical development in a manner that projects the <br />essentially residential nature of the community, recognizes the importance of <br />designated landmarks and historic areas, minimizes the consumption of energy <br /> <br /> 3 <br />1525371 <br /> <br /> <br />
