3.0 Physical and Economic Factors Contributing to Blight

<br />The Area, on the whole, is a "bhghted area," and exhibits the follo~qng statutory factors:
<br />
<br />· insanitary or unsafe conditions
<br />
<br />Pre-ADril, 1999. The Obsolete Buildings, some of which were constructed as early as
<br />the 1940's, were generally in a poor condition, with worn and broken building
<br />materials, inadequate electrical supplies, inadequate elderly and handicapped access,
<br />lack of lighting, outmoded design and failure to meet current code standards, and
<br />crowding which produced an overall insanitary and unsafe condition.
<br />
<br />Post-April, 1999. Typical of incomplete construction sites, the Area exhibits the
<br />following conditions. The Area is presently httered with wood, metal, plastic, masonry,
<br />and other construction debris from the abandoned construction. See 5.3, 5.4, 5.5, 5.6.
<br />The topography is uneven and unseeded, creating footing hazards, erosion, and pooling
<br />of water. See 5.3, 5.4, 5.6, 5.7. The Incomplete Facility contains rough, unfinished
<br />surfaces and sharp edges. See 5.2, 5.8, 5.9. These existing conditions are insanitary
<br />and unsafe.

<br />· deterioration of site improvements
<br />
<br />Pre-ADril, 1999. As mentioned above, the Obsolete Buildings were aged, generally in a
<br />poor condition, and exhibited worn and broken building materials on, in, and around
<br />the Obsolete Buildings and other improvements within the Area.
<br />
<br />Post-April, 1999. The site improvements within the Area provide a basis for
<br />development, but are far from useable in their present form.
<br />
<br />· improper subdivision or obsolete platting
<br />
<br />Pre-ADril, 1999. The lots for the Obsolete Buildings were platted according to a mid-
<br />century design, which is inefficient and does not provide for optimum residential
<br />development.
<br />
<br />Post-April, 1999. The present platting provides the basis for a large-scale residential
<br />development.
<br />
<br />· conditions which endanger life or property by fire and other causes
<br />
<br />Pre-Ar~ril, 1999. The Obsolete Buildings, built to older code standards, pro~qded
<br />insufficient protection of life and property.
<br />
<br />Post-April, 1999. Typical of incomplete construction sites, the Area exhibits the
<br />following conditions. There are multiple rises within and around the Incomplete
<br />Facility which present life-safety failing hazards. 5.4, 5.8, 5.9, 5.11. Open trenches and
