months al~er the time of commencing work, the permit shall become invalid unless an application to extend the time is received prior to the expiration of the period and the code official grants the time extension. Such suspension shall not relieve the owner or person responsible firom the obligation and responsibility to obtain a permit and enmplete the work necessary to correct defects or restore the structure and the site to a ennditiun that complies with applicable codes and ordinances. 108.10 Refusal to comply: The code official shall revoke a permit in the case of repeated refusals to comply with the stop work orders. (SECTION 112.0 FEES) 112.3.1 Fee schedule: A fee for each application, plan examination, permit, inspection, appeal, and other service furnished by the department of building inspection or its euntractors shall be as prescribed in local ordinances. 112.3.2 Surcharge for work started without a permit: In case any work for which a permit is required by this ende is substantially started or proceeded without first obtaining said permit, the total normal fees applicable shall be increased by an amount equal to the permit fee; except that the surcharge amount shall not be less than $25.00 nor more than $500.00 for each permit. (SECTION 113.0 INSPECTIONS) 113.6 Extra inspections: In addition to the inspections normally provided, the code official shall require that additional inspections or reinspectiuns be conducted due to noncompliance with code requirements or due to work which is not ready for inspection or not accessible for inspection at the time of a scheduled inspection. Fees for such additional inspections shall be assessed when such inspections are conducted. (SECTION 114.0 ARCHITECTURAL & ENGINEERING SERVICES) 114.1 General: The provisions of this section shall define the construction controls required for buildings involving professional architectural or engineering services, and delineate the responsibilities of such professional services during construction. 114.1.1 Design and construction documents: All designs for new construction, alteration, repair, expansion, addition or modification work involving the practice of professional architecture or engineering, as defined by the statutory requirements of the professional registration laws of the State of Missouri, shall be prepared by registered design professionals, certified by the Missouri Board of Architects, Professional Engineers and Land Surveyors. All construction documents required for a building permit application for such work shall be prepared by or under the direct supervision of a registered design professional, shall include the name, address and telephone number of the design 6
