114.2 Special professional services: When applications are filed for unusual designs or magnitude <br />of construction which require construction document review or inspection services beyond the <br />capacity of the code officials's staff, or where code reference standards in Chapter 35 require special <br />architect or engineer inspections, the code official may require the owner to retain a properly <br />qualified registered design professional to perform the services necessary for code compliance in <br />addition to that provided in Section 114.1.2. This project representative shall keep daily records and <br />submit reports as shall be required by the code official. Upon completion of the work, the registered <br />design professional shall file a final report indicting whether or not all required inspections were <br />performed and listing pertinent deviations from the building code requirements or from the approved <br />construction documents and the source of authority for such deviations. <br /> <br />114.2.1 Building permit requirement: The necessity for special professional services shall <br />be determined prior to issuance of the building permit, unless waived to a later date by the <br />code official. Refusal by the applicant to provide such services as required by the code <br />official shall result in the denial of the permit. <br /> <br />114.2.2 Fees and costs: All fees and costs related to the performance of special inspection <br />services shall be the responsibility of the owner. <br /> <br />114.2.3 Visits to site: When so directed by the code official or when required by the special <br />inspection provisions of this code, the registered design professional shall make visits to the <br />site at intervals appropriate to the stage of the construction to observe the progress and the <br />quality of the work; to observe construction components requiring controlled materials; or <br />to determine whether the work is proceeding in accordance with the construction documents <br />approved for the building permit. The registered design professional shall periodically <br />submit reports to the code official showing the results of such periodic visits. <br /> <br />(SECTION 116.0 VIOLATIONS) <br /> <br />116.4 Violation penalties: Any person who shall violate a provision of this code, or who shall fail <br />to comply with any of the requirements thereof, or who shall erect, move, construct, alter, remove, <br />demolish or repair a structure in a manner that is not in compliance with an approved plan or <br />directive of the code official, or of a permit or certificate issued under the provisions of this code, <br />or who shall start any work requiring a permit without first obtaining the permit therefor, or who <br />shall continue any work in or about a structure after having been served a stop-work order, except <br />such work as that person has been directed to perform to remove a violation or unsafe condition; or <br />any owner or tenant of a building or premises, or any other person, who takes part or assists in any <br />violation of this code or who has charge of any building, premises, or part therenf in which such <br />violation shall exist, shall upon conviction thereof be subject to the penalties provided in Section <br />1.12.010 of the University City Municipal Code. Each day that a violation continues after a notice <br />is served shall be deemed a separate offense. <br /> <br />8 <br /> <br /> <br />
