AN ORDINANCE AUTHORIZING THE CITY MANAGER, ON BEHALF OF <br />THE CITY OF UNIVERSITY CITY, TO ENTER INTO AND EXECUTE AN <br />AGREEMENT WITH THE MISSOURI HIGHWAYS AND TRANSPORTATION <br />COMMISSION, WHICH PROVIDES THAT THE CITY OF UNIVERSITY CITY <br />SHALL RECEIVE REIMBURSEMENT FOR ELIGIBLE COSTS TO <br />CONSTRUCT A BRIDGE ON GROBY STREET, CONTAINING AN <br />EMERGENCY CLAUSE. <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, <br />MISSOURI, AS FOLLOWS: <br /> <br /> Section 1. The City Manager, on behalf of the City of University City, Missouri, is <br />hereby authorized to enter into and execute the attached" Missouri Highway and Transportation <br />Commission STP-Urban Program Agreement," which is marked Exhibit "A" and made a part hereof, <br />as written or as amended at the request of any party thereto. <br /> <br /> Section 2. It is hereby declared that an emergency exists in that the STP-Urban Program <br />Agreement must be approved before the City of University City can receive progress payments <br />thereunder for engineering and right-of-way necessary to construct the bridge. The existing bridge is <br />closed and the public will suffer inconvenience and hardship until the new bridge is constructed. <br /> <br /> Section 3.
