BILL NO. %~'~(z~ <br /> <br />AN ORDINANCE AMENDING CHAPTER 8.28 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO THE PROPERTY MAINTENANCE CODE, <br />BY ENACTING THEREIN A NEW SUBSECTION TO BE KNOWN AS <br />"SECTION 8.28.020 PM-113.0 VACANT BUILDING REGISTRATION AND <br />MAINTENANCE;" CONTAINING A SAVING CLAUSE AND PROVIDING A <br />PENALTY. <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, <br />MISSOURI, AS FOLLOWS: <br /> <br /> Section 1. Chapter 8.28 of the University City Municipal Code, relating to the property <br />maintenance code, is hereby amended, by enacting therein a new subsection to be known as "Section <br />8.28.020 PM-113.0 Vacant building registration and maintenance," which shall read as follows: <br /> <br />Section 8.28.020 PM-113.0 Vacant building registration and maintenance. <br /> <br />PM- 113.1 Vacant building defined: As used in this section, "vacant building" means any residential <br />or nonresidential building, or any part thereof, which is not occupied and has not been occupied for <br />at least the preceding ninety days by a person who has a legal right to be on the premises. <br /> <br />PM-113.2 Registration required: The owner of a vacant building shall register the building with the <br />code official no later than thirty days after it becomes a vacant building within the meaning of <br />section PM-113.1. The registration shall be on forms provided by the code official and shall include <br />all information the code official may require. The registration shall remain valid for one year from <br />the date the code official approves the registration, unless terminated sooner. The owner shall renew <br />the registration annually so long as the building remains vacant. If ownership of a building is <br />transferred while the building is registered, the former owner shall immediately notify the code <br />official in writing of the transfer, and the new owner shall register the building with the code official <br />within thirty days after the transfer. <br /> <br />PM-113.3 Registration fee: The registration fee shall be two hundred dollars ($200.00), which shall <br />be paid by the owner upon submission of an application with the code official to register or renew <br />the registration of a vacant building. <br /> <br />PM-113.4 Property inspection and maintenance: Upon registration of a vacant building, the code <br />official shall inspect the building and premises to determine whether an occupancy permit could be <br />issued therefor pursuant to section PM-112.0. The code official shall make available to the owner <br />an inspection report listing any conditions which are not in compliance with code provisions <br />applicable to the issuance of an occupancy permit.
