BILL NO. AN ORDINANCE AMENDING CHAPTER 8.28 OF THE UNIVERSITY CITY MUNICIPAL CODE, RELATING TO THE PROPERTY MAINTENANCE CODE, BY REPEALING SECTION 8.28.020 PM-113.0 THEREOF, RELATING TO VACANT BUILDING REGISTRATION AND MAINTENANCE, AND ENACTING IN LIEU THEREOF, A NEW SECTION TO BE KNOWN AS "SECTION 8.28.020 PM-113.0 VACANT BUILDING REGISTRATION AND MAINTENANCE," THEREBY AMENDING SAID SECTION SO AS TO SET THE AMOUNT OF TiME THE CODE OFFICIAL MAY PERMIT A VACANT BUILDING OWNER TO HAVE TO BRING THE PREMISES INTO COMPLIANCE WITH THE CODE; CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, MISSOURI, AS FOLLOWS: Section 1. Chapter 8.28 of the University City Municipal Code, relating to the property maintenance code, is hereby amended by repealing Section 8.28.020 PM-113.0 thereof, relating to vacant building registration and maintenance, and enacting in lieu thereof, a new section to be known as "Section 8.28.020 PM-113.0;" so that said section, as so amended, shall read as follows: Section 8.28.020 PM-113.0 Vacant building registration and maintenance. PM-113.1 Vacant building defined: As used in this section, "vacant building" means any residential or nonresidential building, or any part thereof, which is not occupied and has not been occupied for at least the preceding ninety (90) days by a person who has a legal right to be on the premises. PM- 113.2 Registration required: The owner of a vacant building shall register the building with the code official no later than thirty (30) days after it becomes a vacant building within the meaning of section PM-113.1. The registration shall be on forms provided by the code official and shall include all information the code official may require. The registration shall remain valid for one year from the date the code official approves the registration, unless terminated sooner. The owner shall renew the registration annmdly so long as the building remains vacant. If ownership of a building is transferred while the building is registered, the former owner shall immediately notify the code official in writing of the transfer, and the new owner shall register the building with the code official within thirty (30) days after the transfer. PM-113.3 Registration fee: The registration fee shall be two hundred dollars ($200.00), which shall be paid by the owner upon submission of an application with the code official to register or renew the registration of a vacant building.
