BILL NO. <br /> <br />AN ORDINANCE LEVYING A SPECIAL ASSESSMENT OR TAX <br />AGAINST PROPERTY 1N A BENEFIT DISTRICT FOR THE <br />PUBLIC IMPROVEMENT OF WEST DRIVE, AND DIRECTING <br />THE ISSUANCE OF SPECIAL TAX BILLS. <br /> <br /> WHEREAS, on July 22, 2002, the City Council adopted a resolution declaring the <br />necessity of making a public improvement of West Drive, a street in University City, <br />Missouri; and <br /> <br /> WHEREAS, after a public hearing on August 12, 2002, the City Council <br />determined that such public improvement was in the public interest and decided to <br />proceed with the public improvement, and directed the City Manager to cause plans and <br />specifications for the public improvement to be prepared by the proper officer and <br />submitted to the City Council for approval; and <br /> <br /> WHEREAS, the City advertised for bids to perform the work necessary under <br />such plans and specifications, and 'such bids were properly received and considered; and <br /> <br /> WHEREAS, the contract for the public improvement was let to the lowest <br />responsible bidder, and the contract was formally executed by Amcon Municipal <br />Concrete, LLC and the City Manager; and <br /> <br />and <br /> <br />WHEREAS, the public improvement was made pursuant to Ordinance No. 6391; <br /> <br /> WHEREAS, the total cost of the public improvement to the property owners in <br />the benefit district is $29,220. <br /> <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> <br /> Section 1. The City Council hereby determines and finds that pursuant to <br />Ordinance No. 6391 the public improvement of West Drive, a street in University City, <br />Missouri, has been completed, and that the final whole cost of the public improvement is <br />more than $29,220. <br /> <br /> Section 2. A special assessment or tax in the total amount of $29,220 is <br />hereby levied and assessed against all private real property in the 500 block of West <br />Drive, except 534 West Drive. The private real property in the benefit district is <br />individually known as and numbered: 500 West Drive; 501 West Drive; 504 West Drive; <br />508 West Drive; 511 West Drive; 512 West Drive; 515 West Drive; 516 West Drive; 519 <br />West Drive; 520 West Drive; 523 West Drive; 524 West Drive; 527 West Drive; and 530 <br /> <br /> <br />
