Gates must be chained and locked with a lock approved by the Code Official and substantial enough to ensure closure and security. The space between gates, posts or hardware shall be no greater than four inches. The Code Official shall have possession of a key to unlock the gate, and duplicate keys may be provided to fire, police and emergency medical service personnel. Additionally, the Code Official may require that a key box be installed in an accessible location; the Code Official shall have possession of a key which unlocks the key box, and duplicate keys may be provided to fire, police and emergency medical service personnel. 4. No temporary construction fence shall encroach beyond the subject property line. Furthermore, no fence shall encroach upon the public right-of-way without the written approval ofthe Public Works Director. Section 2. This ordinance shall not be construed so as to relieve any person, firm or corporation from any penalty heretofore incurred by the violation of Chapter 15.04, nor bar the prosecution for any such violation. Section 3. Any person, firm or corporation violating any of the provisions of this ordinance shall, upon conviction thereof, be subject to the penalty provided in Chapter 1.12, Section 1.12.010 of the University City Municipal Code.
