<br />and security screens shall not be permitted on any window or doorway of <br />anyone or two-family dwelling, excluding basement windows. Such <br />installations existing before January 7, 1991, shall not be required to be <br />removed until such time as there is a change of occupants in the affected <br />dwelling unit; except that bars, grilles or screens placed over emergency <br />escape windows shall comply with the requirements of Section 702.12, <br />within sixty (60) days of the effective date of this ordinance. <br /> <br />Security bars, burglar bars, protective grilles and security screens shall not <br />be permitted on any window or doorway of any storefront in the area <br />known as the Loop Business District encompassing the following: facing <br />the 6200 through 6800 blocks of Delmar, the 500 through 600 blocks of <br />Trinity, Kingsland, Leland, Melville, Westgate, Limit and/or Eastgate in <br />University City, Missouri. This restriction shall apply to those windows and <br />doorways with frontage on the aforementioned streets. Other windows <br />and doorways that face other streets, alleys or walkways and that do not <br />directly face the aforementioned streets are excluded from this restriction. <br />This restriction shall not apply to and shall not prohibit gates and/or fences <br />that secure outdoor areas. Such installations existing before the date of <br />passage of this ordinance shall not be required to be removed until such <br />time as there is a change of occupants in the affected premises. <br /> <br />Burglar bars, protective grilles or security screens, shall be maintained in a <br />clean and good state of repair, firmly anchored to the building. Hardware <br />cloth, chicken wire, woven wire, chain link or wire fencing materials shall <br />not be used as a component of protective grilles or security screens for <br />show windows, display windows or building entrances. <br /> <br />Section 2. This ordinance shall not be construed so as to relieve any person, <br />firm or corporation from any penalty heretofore incurred by the violation of Section <br />8.028.Subsection 304.17, nor bar the prosecution for any such violation. <br /> <br />Section 3. Any person, firm or corporation violating any of the provisions of <br />this ordinance, shall upon conviction thereof, be subject to the penalty provided in Title <br />1 Chapter 1.12.010 of the Municipal Code of the City of University City. <br /> <br />Section 4.
