<br />B. The Board may consider and recommend using funds received from the <br />tax for plans, projects, or area designations outside the boundaries of the City if, <br />and only if: <br /> <br />1. The City receives significant economic benefit from the plan, project, or <br /> <br />area <br /> <br />designation; and <br />2. The Board establishes an agreement with the governing bodies of all cities <br />and counties in which the plan, project of area designation is located detailing <br />the <br />authority and responsibilities or each governing body with regard to the <br />plan, project, or area designation. <br /> <br />Section 2.41~080 Annual reports. <br /> <br />A. The Board and the City Council shall report at least annually to the City <br />Council and any other governing body of the city or county, respectively, on the <br />use of the funds provided under this Chapter and on the progress of any plan, <br />project, or designation adopted under this Chapter and shall make such report <br />available to the public. <br /> <br />B. Not later than the first day of March each year the Board shall submit to <br />the Missouri Joint Committee on Economic Development a report, which must <br />include the following information for each project using the tax: <br /> <br />1. A statement of its primary economic development goals; <br />2. A statement of the total economic development sales tax revenues <br />received during the immediately preceding calendar year; <br />3. A statement of total expenditures during the preceding calendar year in <br />each of <br />the following categories: <br /> <br />a. Infrastructure improvements; <br />b. Land and or buildings; <br />c. Machinery and equipment; <br />d. Job training investments; <br />e. Direct business incentives; <br />f. Marketing; <br />g. Administration and legal expenses; and <br />h. Other expenditures. <br /> <br />Section 2. This ordinance shall not be construed so as to relieve any <br />person, firm or corporation from any penalty heretofore incurred by the violation <br />of Title 2 of the University City Municipal Code, nor bar the prosecution for any <br />such violation. <br /> <br />4 <br />
