There is hereby established the Olive Boulevard Historic District, which <br /> includes the full extent of Olive Boulevard located within the city limits, the <br /> boundaries of which are as follows: <br /> <br /> Beginning at eastern City limits and encompassing the full portion of only <br /> the public right-of-way known as Olive Boulevard, ending at the western <br /> City limits, a distance of approximately 19,342 feet. <br /> <br /> 2. Statement of historic significance - Olive Boulevard is located in the <br /> northern part of the City of University City. The district crosses University <br /> City from west to east for approximately four miles from the City of Olivette <br /> to the City of St. Louis. Olive Boulevard is a major thoroughfare and <br /> generates a great deal of traffic volume. In the early 19th century, Olive <br /> Boulevard linked the St. Louis riverfront to the Missouri River. The road <br /> became a market route as settlers farmed nearby land. By the late 1920s, <br /> businesses catered to traffic along the road. The Olive Boulevard Historic <br /> District continues to be auto-oriented. A majority of the frontage to the <br /> north and south borders of the district along Olive Boulevard is devoted to <br /> commercial or industrial/commercial uses. As a major east-west corridor <br /> in the City, Olive Boulevard is a primary image corridor for the City. The <br /> quality of the infrastructure along the corridor is improving as a result of <br /> public investment and a goal of the establishment of this district is to <br /> promote more improvement. <br /> <br /> 34-88.2 District Regulations <br /> <br /> The review of projects shall be limited to those projects that may from time <br /> to time occur because of improvements funds obtained through sales tax <br /> for economic development activity to determine conformity with the <br /> standards established for this district. To reach its determination, the <br /> Historic Preservation Commission shall require the submission of plans <br /> and specifications necessary to make a decision concerning the <br /> appropriateness of the proposed undertaking. <br /> <br /> 34-88.3 District Standards <br /> <br /> In reviewing applications within this District, the Historic Preservation <br /> Commission shall be guided by the following standards: <br /> <br /> 1. In reviewing an application for a proposed <br /> undertaking that involves a significant change to the street <br /> scape, the Commission shall approve such proposed <br /> undertaking only if it is satisfied that the historical and <br /> general architectural character of the district will be properly <br /> preserved. <br />
