9 <br /> k <br /> OLIVE&MIDLAND URBAN RENEWAL PROJECT AREA <br /> UNIVERSITY CITY LAND CLEARANCE FOR REDEVELOPMENT AUTHORITY <br /> i <br /> "Some of the buildings on Olive Boulevard are deteriorating or have unattractive <br /> facades, which detracts from the overall quality of the district and could hinder <br /> development and commercial activity. With few exceptions, the commercial buildings <br /> along Olive Boulevard have no unifying architectural style, creating a fragmented <br /> appearance. Buildings typically sit on shallow lots which prohibit expansion and so not <br /> relate well to the street or one another. Landscaping is inadequate and in some areas <br /> litter is prevalent. Parking is inadequate or inconvenient in many areas. There are also <br /> some vacancy or turnover problems." <br /> These conditions described by the 2005 Plan, the 2000 Land Use Study, and the TIF <br /> District Redevelopment Plan are currently present within the Area and are documented <br /> in Section 2. The City's policy as stated in the 2005 Plan is that the City will support the <br /> redevelopment of Olive Boulevard for commercial and mixed uses. All of the parcels <br /> within the Area are specifically designated for redevelopment in the 2005 Plan <br /> ("Redevelopment Area 4"). Based on the City's previously stated policies in the most <br /> recent official comprehensive plan, the following are the general goals and objectives to <br /> be undertaken in the Area. <br /> Goal: Eliminate conditions of blight and encourage redevelopment. <br /> Objectives: <br /> 1. Combine smaller parcels of land into larger tracts that can be more marketable to <br /> commercial developers. <br /> 2. Encourage quality redevelopment within the Area that is consistent with the City's <br /> current guidelines for construction (including parking, lighting, landscaping) that will <br /> improve the appearance of the Olive Boulevard Corridor. <br /> 3. Produce long-lasting development that projects a positive community image, <br /> increases the value of surrounding property, adds to the public convenience, <br /> enlarges opportunities for pursuing an urban lifestyle, and enhances community <br /> resources. <br /> 4. Eliminate uses that do not contribute to the overall social and economic well-being <br /> of Olive Boulevard and the adjacent neighborhoods. <br /> C. REDEVELOPMENT PLAN <br /> The Plan being considered by the City is discussed below. It should be noted that within <br /> the Area additional redevelopment plans may be submitted by the City or others to <br /> further the goal of eliminating the conditions which qualify the Area under the LCRA Law. <br /> This Plan consists of two elements: <br /> 1. Acquisition of Property. <br /> The LCRA will acquire property within the Area as it becomes available from time to time <br /> due to tax sales and other opportunities.
