Plate 1 in Appendix A visually depicts the Area i <br /> boundaries and the location of buildings and site improvements. Plate 1 assigns a u <br /> number to each parcel. Parcel 1 contains a thrift store, originally built as a supermarket <br /> in 1933, which is currently operated by the Missouri Council for the Blind. Parcel 2 has a ' <br /> women's apparel store. Parcel 3 has an antique store and a vacant consignment store. <br /> Parcel 4 has a partially vacant two-story building with storage trailers stored behind it. <br /> Parcel 5 is totally vacant and previously had a bowling alley. Parcel 6 has a storage <br /> facility that appears to have been an auto repair shop at one time. Parcel 7 has a <br /> Goodwill thrift store. Table 1-1 displays the relevant property information from the St. 1 <br /> Louis County Assessor including ownership and assessed value. Plate 2 — Existing <br /> Land Use displays the existing land use within the Area and Plate 3 —Zoning displays <br /> the existing zoning within the Area and to assist in the preparation of the Program and <br /> Plan for the Area. <br /> s <br /> The Area is currently within the Olive Boulevard Central Tax Increment Finance District <br /> (TIF District) which was established in August 1988. Plate 4 — TIF Boundary Map in <br /> Appendix A depicts the TIF District boundaries. The TIF District has facilitated <br /> successful redevelopment projects within the TIF District boundaries such as an Aldi's <br /> grocery store and Walgreen's. The TIF District's objectives included the acquisition and <br /> consolidation of irregularly shaped and undersized lots for the purpose of supporting <br /> large-scale commercial development in accordance with the City's zoning and <br /> development codes. As a result, the City and the Tax Increment Financing Commission <br /> of University City have acquired several properties within the TIF District over the years. <br /> Within the Area, the City and the TIF Commission have acquired five of the seven t' <br /> properties. Many properties within the TIF District, including those properties in the <br /> Area, are still in need of redevelopment.
