i
I
1
s
Currently, Parcels 1 and 2 each contain a driveway within 30 feet of the Olive and North
and South Road intersection. Parcel 1 also contains a driveway within 30 feet of Olive
and Remley Court. In order to preserve spacing, MODOT's Access Management
Guidelines recommend access for corner lots to be moved to a lower traffic side street
whenever possible or that corner clearance (the distance between the corner of the g
intersection of two public roadways and the next private driveway) be no less than 440 to
660 feet. The importance of design is placed on providing enough distance between the
corner and the first driveway to effectively separate conflict points and to allow drivers
enough time to make safe maneuvers.
Internal vehicular access and circulation also represents inadequate and defective street
layout. According to the section of the City's Zoning Code addressing vehicular access
and circulation (Section 34-92.2): "off-street parking or loading areas shall be provided
with vehicular access from an approved street or alley via curb-cuts and access drives
arranged to minimize interference with vehicular and pedestrian traffic." Parcel 6 does 5'
not benefit from direct access to a public street or alley and may only be accessed via
private drive aisles of adjoining properties.
The City's Public Works department assisted PGAV in the evaluation of Olive
Boulevard's infrastructure. In a summary memorandum, the Public Works department
identified the following inadequacies related to the street and right-of-way along Olive
Boulevard:
■ Overall, it is recommended that the right-of-way in the entire stretch of Olive
Boulevard from Skinker to 1-170 be improved to meet the City's minimum €
standards for sidewalk pavement, pedestrian scale lighting, decorative
fencing/wall and tree shrubs and tree grates.
■ Parking lots in front of stores — cars get in and out of parking areas by utilizing
the right-of-way on Olive Boulevard represents a hazard to pedestrians walking
on the sidewalks. This situation can be found at 7575-7580 (Parcel 7 parking lot)
and 7580 to 7582 Olive (Parcel 1).
x
■ Sidewalks — the lack of uniformity in width, texture and alignment, make the
sidewalks pedestrian and handicapped unfriendly and unsafe along Olive
Boulevard. It is recommended that the old sidewalks be removed and new
concrete sidewalks be installed that comply with the City's current standards.
Specifically, the sidewalks in front of 7580-7582 (Parcel 1) are too narrow and
need to be widened. With the exception of the crossings at the Olive Boulevard
and North and South Road, the sidewalk is not American with Disabilities Act
(ADA) compliant.
k
i
• Driveway entrances/access — the driveway access points present potential
hazards along the roadway. The driveway entrances are generally flush with the
sidewalk which makes them a hazard for pedestrians and drivers. The driveway
approaches should be well defined and should have a curb approach. t
• Pedestrian scale lighting should be installed that meet the City's standards. The
street lighting can improve safety and navigability to help make the character and
aesthetics of Olive Boulevard more uniform.
i
April 7, 2008 J-1 to 6-63
