4" <br /> OLIVE&MIDLAND URBAN RENEWAL PROJECT AREA <br /> UNIVERSITY CITY LAND CLEARANCE FOR REDEVELOPMENT AUTHORITY <br /> SECTION 1 <br /> INTRODUCTION AND AREA DESCRIPTION <br /> A. PURPOSE OF THIS REPORT <br /> The purpose of this report is twofold with regard to the Olive & Midland Urban Renewal <br /> Project Area (Area), as shown on Plate 1 -Area Boundary Map in Appendix A. First, <br /> this document will establish findings and conditions for the purposes of declaring an area <br /> within the City of University City, Missouri (City)as a "Blighted"or"Insanitary" area under <br /> Sections 99.300 to 99.600 — Land Clearance for Redevelopment Authority Law (the <br /> LCRA Law) of the Revised Statutes of Missouri (R.S. MO). Second, following the <br /> establishment of the conditions which qualify the Area, subsequent sections of this <br /> report will serve as the "Workable Program" ("Program") and the Redevelopment Plan <br /> ("Plan")for an urban renewal and redevelopment project undertaken within the Area. <br /> B. LAND CLEARANCE FOR REDEVELOPMENT AUTHORITY LAw <br /> f <br /> As outlined in Section 99.430 R.S. MO, the initial step in establishing an area under the <br /> LCRA Law is for the governing body of the municipality to declare, by resolution or <br /> ordinance, that the area is a `Blighted area" or "Insanitary area" in need of <br /> redevelopment or in need of rehabilitation. Section 99.320 of the LCRA Law sets out the <br /> definitions of these two areas as follows: <br /> "Blighted area", an area which, by reason of the predominance of defective or <br /> inadequate street layout, insanitary or unsafe conditions, deterioration of site <br /> improvements, improper subdivision or obsolete platting, or the existence of conditions <br /> which endanger life or property by fire and other causes, or any combination of such <br /> factors, retards the provision of housing accommodations or constitutes an economic or <br /> social liability or a menace to the public health, safety, morals, or welfare in its present <br /> condition and use. <br /> "Insanitary area", an area in which there is a predominance of buildings and <br /> improvements which, by reason of dilapidation, deterioration, age or obsolescence, <br /> inadequate provision for ventilation, light, air sanitation or open spaces, high density of <br /> population and overcrowding of buildings, overcrowding of land, or the existence of <br /> conditions which endanger life or property by fire and other causes, or any combination f <br /> of such factors, is conducive to ill health, transmission of disease, infant mortality, <br /> juvenile delinquency and crime or constitutes an economic or social liability and is <br /> detrimental to the public health, safety, morals, or welfare; x <br /> C. AREA DESCRIPTION <br /> a <br /> Based on the findings of this analysis, as outlined in Section 3, the area shown on Plate <br /> 1 in Appendix A, was found to exhibit the conditions that warrant the Area being <br /> declared a "Blighted area" under the terms and conditions of the LCRA Law.
