<br />Exhibit A <br /> <br />CCO Form: <br />Approved: <br />Revised; <br />Modified: <br /> <br />TR40 <br />11/05 (BOG) <br />01/08 (BOG) <br />04/08 <br /> <br />MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION <br />TRAFFIC SIGNAL PRE-EMPTION EQUIPMENT AGREEMENT <br /> <br />THIS AGREEMENT is entered into by the Missouri Highways and <br />Transportation Commission, whose address is P. O. Box 270, 105 W. Capitol, <br />Jefferson City, Missouri 63102 (hereinafter, "Commission") and the City of University <br />City of St. Louis County, Missouri, (hereinafter, "City"), whose address is 6801 <br />Delmar Boulevard, University City, MO 63130. <br /> <br />WITNESSETH: <br /> <br />NOW, THEREFORE, in consideration of the mutual promises, covenants, and <br />representations contained herein, the parties agree as follows: <br /> <br />(1) PURPOSE: The purpose of this Agreement is to coordinate the <br />installation of an emergency vehicle pre-emption signal system by the Commission <br />and the City on Commission traffic signals which will give emergency vehicles <br />priority of movement over regular traffic at a signalized intersection. <br /> <br />The Commission will install all on-street signal equipment. The City shall install all <br />pre-emption equipment to be housed in approved emergency vehicles, which will <br />give emergency vehicles priority of movement over regular traffic at existing <br />specified signalized intersections. <br /> <br />(2) LOCATION AND SYSTEM OVERVIEW: The Commission in <br />cooperation with the City will install an emergency vehicle pre-emption system at the <br />general locations of the following State signalized intersections: <br /> <br />State Route 340 (Olive Blvd.) at Woodson/McKnight <br />State Route 340 (Olive Blvd.) at North & South <br />State Route 340 (Olive Blvd.) at Hanley <br />State Route 340 (Olive Blvd.) at Midland <br /> <br />All equipment shall be of standard construction, meeting Missouri Department of <br />Transportation standards. This system will allow emergency vehicles to gain control <br />of the right-of-way. After the emergency vehicle passes, the traffic signal must <br />resume normal operation. This equipment consists of four major components: <br /> <br />(A) Emitter: The emitter is mounted on the emergency vehicle and <br />saturates the intersection and controller with a unique shaped pattern of coded high <br />energy light. <br /> <br />1 <br />
