<br />INTRODUCED BY: Mr. Crow <br /> <br />DATE: September 22, 2008 <br /> <br />BILL NO. 9008 <br /> <br />ORDINANCE NO. 6758 <br /> <br />AN ORDINANCE AMENDING CHAPTER 2.34 OF THE MUNICIPAL CODE OF <br />THE CITY OF UNIVERSITY CITY, MISSOURI RELATING TO THE CITY'S TAX <br />INCREMENT FINANCING COMMISSION. <br /> <br />WHEREAS, the Real Property Tax Increment Allocation Redevelopment Act, Sections <br />99.800 to 99.865 of the Revised Statutes of Missouri, as amended (the "TIF Act"), authorizes <br />municipalities to undertake redevelopment projects in blighted, conservation or economic <br />development areas, as defined in the Act; and <br /> <br />WHEREAS, in 1996 the City Council of the City of University City, Missouri (the "City") <br />established the Tax Increment Financing Commission of the City of University, Missouri (the <br />"TI F Commission"); and <br /> <br />WHEREAS, the City wishes to amend its municipal code provisions relating to the TIF <br />Commission to comply with House Bill 2058 and Senate Bill 718, both truly agreed and finally <br />passed during the 2008 General Assembly session and signed by the Governor of Missouri; and <br /> <br />WHEREAS, pursuant to Section 99.820.1 of the TIF Act, the City wishes to establish <br />written procedures relating to bids and proposals for the implementation of redevelopment <br />projects; <br /> <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> <br />Section 1. <br /> <br />Section 2.34-010 of the Municipal Code of the City of University City, <br />Missouri is hereby amended to read as follows: <br /> <br />2.34-010 Established-Composition. <br /> <br />There is hereby established the Tax Increment Financing Commission of the City of <br />University City, Missouri (the "TIF Commission"). The TIF Commission shall consist of <br />twelve (12) members to be appointed as follows: <br /> <br />A. Six (6) members appointed by the St. Louis County Executive; <br /> <br />B. Three (3) members appointed by the cities, towns, or villages in St. Louis <br />County which have tax increment financing districts, in a manner in which the <br />chief elected officers of such cities, towns or villages agree; <br /> <br />C. Two (2) members appointed by the school boards whose districts are included <br />in St. Louis County, in a manner in which the school boards agree; and <br /> <br />D. One (1) member appointed by all other districts levying ad valorem taxes in <br />the proposed redevelopment area, in a manner in which all such districts <br />agree. <br />
