<br /> <br /> <br /> <br /> <br /> <br /> (CHAPTER 1 ADMINISTRATION) <br /> <br /> (SECTION 101 GENERAL) <br /> <br /> 101.1 Title. These regulations shall be known as the Building Code of the City of University <br /> City, Missouri, hereinafter referred to as "this code". <br /> <br /> (SECTION 103 DEPARTMENT OF BUILDING SAFETY) <br /> <br /> 103.1 Enforcement agency. The term "department of building safety" whenever employed <br /> herein shall be construed to mean the Department of Community Development of the City of <br /> University City, Missouri. The term "building official" shall be construed to mean the building <br /> commissioner of the City of University City, Missouri or the duly authorized representative of <br /> the building commissioner. <br /> <br /> (SECTION 104 DUTIES AND POWERS OF BUILDING OFFICIAL) <br /> 104.12 Restriction on employees. No official or employee connected with the Department of <br /> <br /> Community Development, except one whose only connection is that of a member of a citizen <br /> board or commission, shall be engaged, directly or indirectly, with the furnishing of labor, <br /> materials or appliances for the construction, alteration or maintenance of any structure within the <br /> City of University City, or the preparation of construction documents thereof, without the <br /> express approval of the city manager, unless that person is the owner of the structure; nor shall <br /> such officer or employee engage in any activity or work which conflicts with his or her official <br /> duties or with the interests of the department. <br /> (SECTION 105 PERMITS) <br /> <br /> 105.1 Required. Any owner or authorized agent who intends to construct, enlarge, alter, repair, <br /> move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, <br /> alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the <br /> installation of which is regulated by this code, or to cause any such work to be done, shall first <br /> make application to the building official and obtain the required permit. Permits shall be required <br /> for but not limited to the following: <br /> 1. Repair of a fire damaged or condemned structure or equipment. <br /> 2. Cutting away of any walls, partitions or portion thereof. <br /> 3. Close up of exterior wall openings. <br /> 4. Removal or cutting of any structural beam or load-bearing support. <br /> 5. Removal or change of any required means of egress, or rearrangement of parts of a structure <br /> affecting the egress requirements. <br /> 6. Increase or decrease the number of dwelling units in a structure. <br /> 7. Change of occupancy within the same use group, or change the use of all or part of a structure <br /> to another use group. <br /> 8. Install dropped ceilings or otherwise create concealed spaces. <br /> 9. Install bars or protective grills on windows or door openings. <br /> <br /> <br /> <br /> 2 <br />
