shall state the grounds therefor. Appeals must be accompanied by a fee in the amount specified in Section 2.66.040 of the University City Municipal Code. 112.92 Membership of board. The Board of Appeals shall consist of seven members appointed by the City Council. Board members shall be appointed for five year terms and serve until a successor has been appointed. 112.92.1 Qualifications of board members. At least three of the members shall each have at least ten (10) years of experience as a registered architect, builder, superintendent of building construction or as a registered professional engineer with structural, civil or architectural engineering experience. 112.92.2 Chairperson. The Board of Appeals shall annually select one of its members to serve as chairperson. 112.93 Notice of meeting. The meeting shall be upon notice from the chairperson, within thirty (30) days of the filing of an appeal, or at stated periodic meetings. 112.94 Board powers. The Board of Appeals may reverse, affirm or modify the order, decision or determination of the building official. 112.95 Board decisions. The Board of Appeals shall act by majority vote, and a quorum shall consist of at least five members. The decision of the Board of Appeals shall be by resolution, approved by at least three of its members participating in the appeal. (SECTION 113 VIOLATIONS) 113.4 Violation penalties. Any person who shall violate a provision of this code, or who shall fail to comply with any of the requirements thereof, or who shall erect, move, construct, alter, remove, demolish or repair a structure in a manner that is not in compliance with an approved plan or directive of the building official, or of a permit or certificate issued under the provisions of this code, or who shall start any work requiring a permit without first obtaining the permit therefore, or who shall continue any work in or about a structure after having been served a stop- work order, except such work as that person has been directed to perform to remove a violation or unsafe condition; or any owner or tenant of a building or premises, or any other person, who takes part or assists in any violation of this code or who has charge of any building, premises, or part thereof in which such violation shall exist, shall upon conviction thereof be subject to the penalties provided in Section 1. 12.010 of the University City Municipal Code. Each day that a violation continues after a notice is served shall be deemed a separate offense. (SECTION 115 UNSAFE STRUCTURES AND EQUIPMENT) 115.90 Public nuisance. Structures which are declared a nuisance under the terms of Chapter 8.28 of the University City Municipal Code shall be vacated and demolished or repaired as required by said chapter. 7
